Provincial Government Announces New Appointments to the Muskrat Falls Oversight Committee

The Honourable Siobhan Coady, Minister of Natural Resources, announced the appointments of Lynn Zurel CPA, CA, and Judy Morrow, QC, to the Muskrat Falls Project Oversight Committee. This committee is mandated to provide independent and transparent oversight on cost and schedule performance of the project.

The Muskrat Falls Oversight Committee, established in 2014, comprises senior officials from Executive Council and the Departments of Finance, Natural Resources, and Justice and Public Safety. In 2016, the Provincial Government strengthened the oversight process through the addition of independent expertise.

The appointments of Ms. Zurel and Ms. Morrow fill recent vacancies on the committee. Their appointments will add to the collective wealth of knowledge and experience of the committee in such areas as engineering, law, economics, corporate governance, finance and business management. BACKGROUNDER

Biographies of new appointees to the Muskrat Falls Oversight Committee

Lynn Zurel, CPA, CA
Lynn Zurel is a CPA, CA, and holds the ICD.D designation from the Institute of Corporate Directors, She is also a graduate of Memorial University holding a Bachelor of Commerce (Honours) degree. Ms. Zurel is currently employed as the Chief Financial Officer of a private investment firm. She has served, and continues to serve, in leadership roles on the boards of a wide variety of national, provincial and local not-for-profit organizations. To this role, she brings knowledge and expertise in financial and risk management and governance as well as thoughtful and informed leadership and insight.

Judy Morrow, QC
Judy Morrow graduated from Memorial University with a Bachelor of Commerce (Honours) in 1982 and from Dalhousie University in 1985 with a Bachelor of Laws. She was called to the Newfoundland and Labrador Bar in 1986 and was appointed to Queen’s Counsel in 2017. In 1989, Ms. Morrow was one of the founding partners in Morrow, Morrow and Crosbie, located in Bay Roberts and Carbonear. Ms. Morrow continues to practice law. She was a part-time instructor with the Faculty of Business at Memorial University for more than 10 years, served as Chief Adjudicator for the Newfoundland and Labrador Human Rights commission for a number of years and held various leadership roles with the Newfoundland and Labrador Legal Aid Commission.
