The Honourable Derrick Bragg, Minister of Municipal Affairs and Environment, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKING REGISTERED:

Marystown Marbase Cleanerfish Hatchery (Reg. 2062)
Proponent: Marbase Cleanerfish Ltd.

The proponent is planning to construct and operate a commercial lumpfish hatchery in Marystown which will be located within the Marbase Integrated Aquaculture Service Hub (formerly the Marystown Shipyard). The facility will produce approximately 3 million lumpfish annually, which will be sold to Atlantic salmon farming operations. They will be used as “cleanerfish,” a natural, biological method of sea lice control for farmed salmon. The undertaking will involve the renovation of an existing building into a hatchery.

The project was registered on December 10, 2019; the deadline for public comments is January 15, 2020; and the minister’s decision is due by January 24, 2020.

UNDERTAKINGS RELEASED:

George’s Brook-Milton Cannabis Production Facility (Reg. 2051)
Proponent: 82994 Newfoundland and Labrador Inc.

The project is released subject to the following conditions:

  • There is an agriculture lease with an established mink farm adjacent to the proposed site location, bordering three sides. The proposed activity should not interfere with this agriculture lease and/or any agriculture activities. Frequent agriculture activities on a mink farm include but are not limited to manure spreading, fertilizer spreading and the presence of animals. You are advised that as a result of these activities, there will be a presence of odors and flies associated with normal operations.
  • No vegetation clearing is to occur within 800 metres of a bald eagle or osprey nest during the nesting season (March 15 to July 31) and 200 metres during the remainder of the year. The 200-metre buffer also applies to all other raptor nests (e.g. Northern Goshawk, Sharp-shinned Hawk, Merlin, American Kestrel, Great-horned Owl, Boreal Owl, Northern Saw-whet Owl). The location of any raptor nest site must be reported to the Department of Fisheries and Land Resources, Forestry and Wildlife Branch, Wildlife Division. Please call (709) 637-2025.
  • A minimum 30-metre undisturbed vegetated buffer is required along all waterbodies and wetlands that appear on a 1:50,000 topo map to protect sensitive riparian and aquatic species, and their habitat. For further information on buffers please contact the Department of Fisheries and Land Resources, Forestry and Wildlife Branch, Wildlife Division, at (709) 637-2025.
  • A comprehensive Waste Management Plan shall be submitted to, and approved by, the Pollution Prevention Division prior to the introduction of cannabis to the facility. Please contact (709) 729-7012 for details regarding the Waste Management Plan.

Lethbridge Dairy Farm (Reg. 2040)
Proponent: Riverbend Dairy Ltd.

The project is released subject to the following condition:

  • A minimum 30-metre, undisturbed, vegetated buffer is to be maintained along all waterbodies and wetlands that appear on a 1:50,000 topographic map to protect sensitive riparian and aquatic species, and their habitat.

MINISTER’S DECISION EXTENDED:

Baker’s Brook Rock Quarry Expansion (Reg. 2056)
Proponent: Corner Brook Pulp and Paper Ltd.

The Department of Municipal Affairs and Environment and the proponent have agreed to extend the deadline for the minister’s decision to December 20, 2019.
