The Honourable Graham Letto, Minister of Municipal Affairs and Environment, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKING REGISTERED:

Spaniard’s Bay Quarry Expansion (Reg. 2020)
Proponent: Concord Paving Limited

The proponent proposes to expand their existing rock quarry located along Rocky Pond Road in Spaniard’s Bay. The quarry is located approximately two kilometres west of the intersection of Veterans Memorial Highway and Rocky Pond Road. The proposed expansion will cover an area of 12 hectares and will be used for manufacturing aggregate construction materials for projects on the Avalon Peninsula.

The undertaking was registered on May 2, 2019; the deadline for public comments is June 14, 2019; and the minister’s decision is due by June 16, 2019.

ENVIRONMENTAL ASSESSMENT COMMITTEE APPOINTED:

Cavendish Beef Farm (Reg. 2002)
Proponent: Viking Fur Inc.

On April 16, 2019, the Minister of Municipal Affairs and Environment advised the proponent that an Environmental Impact Statement (EIS) is required for the project. An Environmental Assessment Committee has been appointed to provide scientific and technical advice to the minister and to prepare draft guidelines for conducting the EIS. The Environmental Assessment Committee includes representation from the following provincial government agencies:

    • Local Governance and Land Use Planning Division
  • Department of Fisheries and Land Resources
    • Policy and Strategic Planning Division

UNDERTAKING RELEASED:

Harcourt Farm Expansion (Reg. 1996)
Proponent: Hillside Holsteins Farm Ltd.

The project is released from further environmental assessment subject to the following conditions:

  • The total area for this project has been reduced and only Crown parcels #153285 and #151480 are available for development. This reduction was necessary to avoid potential high risk to public surface water supplies. For further information, please contact the Water Resources Management Division, Department of Municipal Affairs and Environment.
  • The proponent must avoid land clearing activities during the breeding, nesting and rearing periods for migratory birds (April 15 to August 15).
