Provincial Government Announces Appointments to Western Health Board of Trustees

The Provincial Government today announced five new appointments to the Western Regional Health Authority Board of Trustees.

The following individuals are appointed for a three-year term:

  • Edwina Bateman;
  • Marie Brennan Downey;
  • Doreen M. Chaulk;
  • Mark Alexander Mills; and,
  • Scott Porter.

Sheldon Peddle has been reappointed for another three-year term.

The appointments came into effect August 23, 2019. Biographies for these individuals are in the backgrounder below.

Western Health’s geographical boundaries are from Port aux Basques southeast to Francois, northwest to Bartlett’s Harbour, and on the eastern boundary north to Jackson’s Arm. Within this geographical region, Western Health serves a population of approximately 77,980 residents.

Appointments to the Western Regional Health Authority Board of Trustees were made through the merit-based Independent Appointments Commission. Members of the public interested in opportunities to serve on provincial agencies, boards and commissions are encouraged to complete an application at http://www.iacnl.ca/.

BACKGROUNDER

Appointments to the Western Regional Health Authority Board of Trustees

Edwina Bateman
Edwina Bateman is an independent business owner of AVAIL HR Services Inc.

Some of her education/certificates/designations include an MBA, Human Resources Management from the California Coast University; Bachelor of Business Administration, Cape Breton University; Risk Management Certificate, University of Toronto; and, a Frontline Leadership/DiSC Trainer.

Current positions with organizations beyond her employment are the Leading Edge Credit Union, Board Director; Port aux Basques and Area Chamber of Commerce, Board Member Executive Committee; and, St. James’ Church Board.

She served on the Board of the Western Health Care Corporation, the Western Health Community Advisory Committee, and is Past President of the LeGrow Health Centre Foundation.

Marie Brennan Downey
Marie Brennan Downey is a retired social worker with 32 years’ experience in the health sector. Her career as a social worker has included positions in acute care, long term care and program management.

She has previously served as a member on the Committee of Examiners of the Newfoundland and Labrador Association of Social Workers and as a board member of the Stephenville Theatre Festival.

She holds a Bachelor of Social Work degree from Memorial University.

Doreen M. Chaulk
Doreen M. Chaulk, RN, MSc. has had a long career in health with positions on faculty at Western Health School of Nursing and Director of Mental Health and Addictions.

Her last position prior to retirement was Assistant Chief Executive Officer with Health and Community Services Western.

She currently sits on the Provincial Advisory Council on Aging and Seniors.

Mark Alexander Mills
Mark Alexander Mills is a lawyer engaged in private practice with Mills Law in Stephenville. He maintains a general legal practice representing various individuals, organizations, municipalities, and government agencies.

Mr. Mills currently serves on the executive of the Canadian Bar Association – Newfoundland and Labrador.

He holds a Juris Doctor from the University of New Brunswick and a Bachelor of Business Administration from St. Francis Xavier University.

Scott Porter
Scott Porter is a retired professional accountant who contributed 35 years towards post-secondary education working with four different institutions in three provinces.

Although he has some teaching experience, his primary focus was on operations with many years working as the Vice-President Finance and Administration, and Corporate Secretary-Treasurer of the Board of Governors of a large community college in southwestern Ontario.

For the past few years, Mr. Porter has worked with the administration at Grenfell Campus of Memorial University in Corner Brook.

Sheldon Peddle
Sheldon Peddle has served as Executive Director of ACAP Humber Arm Environmental Association since 1997.

He is Secretary/Treasurer of Deer Lake Regional Airport Authority, Western Newfoundland Lead with Team Broken Earth, Past President of the Greater Corner Brook Board of Trade, Permanent Member of the Minister’s Roundtable on Immigration, Director with Multi-Material Stewardship Board, amongst other volunteer roles.

Mr. Peddle is a recipient of the Corner Brook Citizen of the Year Award, Royal Newfoundland Constabulary Chief of Police Service to Community Award, Top 40 Under 40, and Association of New Canadians Community Hero Award.

Mr. Peddle has served as a Trustee with Western Health since 2015. During that time, he has also served on the Safety and Quality Assurance Committee, and Policy and Governance Committee.
