The Information and Privacy Commissioner, Donovan Molloy, has released his Report A-2018-013 under authority of the Access to Information and Protection of Privacy Act, 2015. A summary of the Report is included below.

Summary:The Applicant made an access to information request for a policy document from the University. The University provided the Applicant with an electronic copy of the responsive record. The Applicant alleged that the document appeared to have been altered and demanded to inspect the original. An investigation found no reasonable grounds to suspect alteration of the document. The right to examine a record under section 20(1)(b) is a right to examine an original and applies to a document in electronic format. In such cases, the right to examine can be satisfied by providing the Applicant with an electronic copy. The Commissioner also found no merit to the Applicant’s allegations that the University failed to meet the duty to assist.
