Provincial Government Announces Appointment to the Canada-Newfoundland and Labrador Offshore Petroleum Board

The Honourable Siobhan Coady, Minister of Natural Resources, today announced the appointment of Wesley Foote as a provincial member of the Canada-Newfoundland and Labrador Offshore Petroleum Board (C-NLOPB). Mr. Foote’s appointment, effective today, is for a six-year term. The appointment was made through the merit-based appointment process established by the Independent Appointments Commission (IAC) Act.

The C-NLOPB was established in 1986 through the Atlantic Accord for the purpose of regulating the oil and gas industry offshore Newfoundland and Labrador. The seven-member board comprises three members appointed by the Federal Government, three appointed by the Provincial Government, and a Chair and CEO who is appointed jointly by the two governments.

BACKGROUNDER

Biography of WES FOOTE, P.Eng.

Wes Foote is an engineering professional with over 35 years of diverse oil and gas experience in both the public and private sectors. This includes a combined 31 years at the College of the North Atlantic (Petroleum Technology) and the Department of Natural Resources, Government of Newfoundland and Labrador. Mr. Foote has a broad understanding of current technologies and practices utilized in the oil and gas sector, backed by solid hands-on experience in the Atlantic Region as well as Western Canada.

Mr. Foote has represented the province through his work at the Department of Natural Resources via the Frontier and Offshore Regulatory Renewal Initiative and assisted in the development of legislation and regulations in the areas of Occupational Health and Safety, Environmental Protection, Operations and Land Tenure. He has previous experience as a member of the Board of Directors of the Centre for Marine Compressed Natural Gas and Petroleum Research Newfoundland and Labrador.

Mr. Foote is a graduate of Memorial University of Newfoundland and a member of the Professional Engineers and Geoscientists Newfoundland and Labrador. He lives in St. John’s with his wife Diana.
