The Honourable Andrew Parsons, Minister of Municipal Affairs and Environment, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKINGS RELEASED:

Moose Pond (Gallants) Quarry (Reg. 1980)
Proponent: Humber Arm Contracting Inc.

The project is released subject to the following condition:

  • The proponent must maintain a minimum 50 metre undisturbed vegetated buffer along all waterbodies and wetlands to protect sensitive riparian and aquatic species, and their habitat.

Foxtrap Access Road – TCH Junction Quarry (Reg. 1964)
Proponent: Platinum Construction Company Limited

The project is released subject to the following conditions:

  • The proponent must prepare and submit an Environmental Protection Plan for the construction and operation phases of the undertaking to be approved by the Minister of Municipal Affairs and Environment prior to construction that shall include, but not limited to, a:
    • Site drainage plan for all phases;
    • Rehabilitation plan; and
    • Blasting operations plan.
  • Except for the access road Right-of-Way and requirements to meet permitting and approvals, the proponent must maintain a minimum 100 metre undisturbed vegetated buffer along all waterbodies and wetlands to protect sensitive riparian and aquatic species, and their habitat.
  • The proponent must submit a viewscape management plan showing which areas of the proposed quarry operation will be screened from view from the Trans-Canada Highway and the Foxtrap Access Road by maintaining natural tree screens and existing topography. This plan must be reviewed and approved by the Department of Natural Resources and the Department of Tourism, Culture, Industry and Innovation prior to any construction activities (E.g. site clearing and grubbing) including the site access road.   • The proponent must avoid land clearing during the migratory bird breeding season defined from April 15th to August 15th in this region.
