Today, Premier Dwight Ball released a report completed by the Commissioner of Legislative Standards, Bruce Chaulk, who reviewed a matter of an alleged conflict of interest regarding Jade Holdings Ltd.

The report, commissioned by the Premier, was received late in the afternoon on June 27, 2018. The Premier immediately released the report that examined questions which arose in the House of Assembly related to the Affordable Housing Program administered by Newfoundland and Labrador Housing Corporation (NLHC).

The report states in relation to section 13.1 of the Contribution Agreement between Jade Holdings Ltd. and NLHC: “It was clearly apparent after reviewing the financial information that the subsidy provided to Jade Holdings Ltd. is a subsidy attributable to the tenant who would not otherwise be able to afford to reside in the new housing development but for the subsidy.”

The Commissioner of Legislative Standards also determined that Premier Ball is not in a conflict of interest.

The commissioner’s report is available at gov.nl.ca/releases/2018/exec/0627n08_report.pdf

“Since the beginning of this process I have been proactive and transparent. I initiated a review by the Commissioner of Legislative Standards to ensure all rules were followed. Despite the Opposition parties’ intent to attack my integrity, I am pleased the Commissioner has confirmed my consistent position that I acted appropriately and that the benefits of the loan agreement go directly to tenants.”
