Appointments Made to Income and Employment Support Appeal Board

The Honourable Al Hawkins, Minister of Advanced Education, Skills and Labour, today announced the appointments of four members to the Income and Employment Support Appeal Board.

The appointees are:

  • Joseph Greene, reappointed as Chairperson
  • Bernice Pritchett, appointed as Alternate Member
  • Allan Reid, appointed as Alternate Member
  • Andrew Tobin, reappointed as a Regular Member

Biographies of the appointees are provided in the backgrounder below.

The Income and Employment Support Appeal Board hears appeals from applicants or recipients regarding decisions made under the Income and Employment Support Act, as well as section 40 of the Pharmaceutical Services Act, and section 4.2 of the Health and Community Services Act.

As a Tier Two entity, the appointment of board members to the Income and Employment Support Appeal Board is administered through the Public Service Commission.

BACKGROUNDER

Biographies of appointees

Joseph Greene
Joseph Greene was first appointed Chairperson of the Income and Employment Support Appeal Board in 2015. He is also a current member of the City of St. John’s Local Board of Appeal and has expertise in government, policy and planning, education and social issues.

Bernice Pritchett
Bernice Pritchett is a founding member of Lakeside Homes Family Council, a former councillor with the Town of Gander, past board member and President with the Gander & Area Chamber of Commerce and former member of the Newfoundland and Labrador Labour Board. She has experience in the province’s health care system, advocating on behalf of family members and holds a Bachelor of Commerce from Memorial University.

Allan Reid
Allan Reid was employed with the Newfoundland and Labrador Housing Corporation for 30 years in the roles of Inspector, Supervisor, Manager, Director and Coordinator. He is currently co-chair of the Fortune Bay East Development Association, a lifetime member of the Association of Engineering Technicians and Technologists of Newfoundland and Labrador as a professional technologist, treasurer of the Anglican Parish of Bay L’Argent, and has expertise in information technology, human resources and governance.

Andrew Tobin 
Andrew Tobin was first appointed to the Income and Employment Support Appeal Board in 2015. He is currently a councillor with the Town of St. George’s, a position he has held since 2001. He holds a Diploma in Economic Development from College of the North Atlantic and has expertise in education, entrepreneurship and policy and planning.
