Provincial Government Announces Appointments to Standing Fish Price Setting Panel

The Honourable Al Hawkins, Minister of Advanced Education, Skills and Labour, today announced appointments to the Standing Fish Price Setting Panel.

Appointed are:

  • Brendon Condon (Regular Member)
  • James Flight (Alternate Member, Harvesting Sector)
  • Wayne Fowler (Alternate Member, Processing Sector)

Biographical information for the three appointees is provided in the backgrounder below.

Established in 2006, the Standing Fish Price-Setting Panel is responsible for annually identifying, in consultation with stakeholders, particular fish species for collective bargaining; collecting and disseminating market information; establishing parameters for negotiations; facilitating collective bargaining; setting hearings; and where necessary, acting as an arbitration panel in setting fish prices when the parties have been unable to agree.

These appointments were recommended though the merit-based Independent Appointments Commission. Members of the public interested in opportunities to serve on provincial agencies, boards and commissions are encouraged to complete an application at www.iacnl.ca .

BACKGROUNDER

Biographical Information for Appointees to the Standing Fish Price Setting Panel

Brendan Condon (Regular Member)
Brendan Condon has experience as an inshore fish harvester and attended the College of Fisheries (Marine Institute) where he attained a number of certificates in the fishing and marine sectors. Mr. Condon joined the Department of Fisheries and Aquaculture in the mid-1970s. During his more than 30-year career in the fishing industry, Mr. Condon served on a number of inter-governmental and industry committees. He was first appointed to the Standing Fish Price Setting Panel as an Alternate Member in 2017.

James Flight (Alternate Member, Harvesting Sector)
James Flight has experience in emergency management, the fishery and aquaculture, as well as environmental issues. Over the course of his 30-year career with the Government of Canada, he has worked for the Department of Fisheries and Oceans, the Canadian Saltfish Corporation, Public Works and Government Services and the Royal Canadian Mounted Police. Mr. Flight has worked directly with harvesters for many years, including pursuing exploratory fisheries.

Wayne Fowler (Alternate Member, Processing Sector)
Wayne Fowler has experience in the fishery and aquaculture, human resources, policy and planning, and construction industry areas in the province. He has served as the CEO of the Labour Relations Agency, Acting CEO of the Labour Relations Board, and VP of the Construction Labour Relations Association of Newfoundland and Labrador. Mr. Fowler has nearly 40 years’ experience in the area of dispute resolution in the public and private sectors, including the fishing industry.
