Provincial Government Announces Appointments to Labour Relations Board

The Honourable Al Hawkins, Minister of Advanced Education, Skills and Labour, today announced appointments to the Labour Relations Board.

The following individuals have been appointed:

  • Joan Marie Aylward, Vice Chair

  • John Whelan, Regular Member, Employer Representative
  • Weldon Brake, Alternate Member, Employer Representative
  • Michelle Farrell, Alternate Member, Employer Representative
  • Roseanne Saturley, Alternate Member, Employer Representative
  • David Curtis, Alternate Member, Employee Representative
  • Florence Marie Careen-Power, Alternate Member, Employee Representative

The following individuals have been re-appointed:

  • Michael Power, Alternate Member, Employee Representative
  • Marie St. Aubin, Alternate Member, Employee Representative

The Labour Relations Board is an independent, quasi-judicial body which contributes to and promotes harmonious labour relations in Newfoundland and Labrador by adjudicating and mediating a variety of employment and labour relations matters.

These appointments were recommended though the merit-based Independent Appointments Commission. Members of the public interested in opportunities to serve on provincial agencies, boards and commissions are encouraged to complete an application at www.iacnl.ca .

Appointments to the Labour Relations Board

Joan Marie Aylward
Joan Marie Aylward has experience in governance, health, education, finance, administration, policy and planning. She most recently served with Eastern Health as Executive Director of St. Patrick’s Mercy Home and has a Baccalaureate in Nursing from Memorial University.

Christopher Peddigrew
Christopher Peddigrew has experience in governance, human resources and the law. He is currently a partner with Wadden, Peddigrew, Hogan Law in St. John’s and has acted in a neutral capacity as a mediator and arbitrator since 2016. He holds a Bachelor of Laws degree from Dalhousie University.

John Whelan
John Whelan has experience in governance, social issues, health, finance, policy and planning. He has worked as a legal associate for an Atlantic Canada law firm, Stewart McKelvey, as well as Director of Business Services/Counsel for Caregivers Inc. He has a Bachelor of Laws degree from the University of New Brunswick.

Weldon Brake
Weldon Brake has experience in governance, education, health, environmental issues, policy and planning. He is currently an independent mediator and has worked as a researcher in genetics at the Memorial University Faculty of Genetics . He holds a Conflict Resolution Certificate from Windsor and Harvard University.

Michelle Farrell
Michelle Farrell has experience in governance and human resources. She has worked as Environment Health and Safety Manager as well as Human Resources Manager and Senior Human Resources Advisor with Suncor. She has an undergraduate degree in Labour Relations/Human Resources from Memorial University.

Roseanne Saturley
Roseanne Saturley has experience in human resources, education and entrepreneurship. She has worked as Human Resources Manager for College of the North Atlantic Qatar campus. She has an Undergraduate Degree in English/Sociology/Business from Memorial University.

David Curtis
David Curtis has human resources experience and has worked as executive assistant for the Newfoundland and Labrador Association of Public and Private Employees as well as a Labour Relations Consultant with Curtis Consulting. He is also a past President of the Newfoundland and Labrador Federation of Labour.

Florence Marie Careen-Power
Florence Marie Careen-Power has experience in governance, social issues, and health. She worked as a licensed practical nurse at St. Clare’s Mercy Hospital and holds a Nursing Diploma from General Hospital. She is an Honorary Life Member of the Newfoundland and Labrador Federation of Labour.

Michael Power
Michael Power has experience in human resources, the skilled trades, construction and education. He has served as an International Representative of the International Brotherhood of Electrical Workers and has worked as a protection and control technologist for the Churchill Falls (Labrador) Corporation.

Marie St. Aubin
Marie St. Aubin has experience in human resources, social issues and health. She has worked as a National Representative for the Canadian Autoworkers Union (now Unifor) as well as the United Steelworkers of America (now USW). She has an undergraduate degree in Political Science from Memorial University and has studied labour relations at the Labour College of Canada, University of Ottawa.
