New Driver’s Licences Will Have Enhanced Security Features

Service NL has entered into a contract with Gemalto Canada Inc. for a new driver’s licence delivery system that will improve the security of personal information and enhance service delivery.

As previously announced in July 2016, Newfoundland and Labrador participated in a joint Request for Proposals (RFP) with the other Atlantic Provinces. The new system will see driver’s licences and photo identification cards issued from one central location, and clients will receive them by mail within three to seven business days. A receipt will be provided at the time of application to allow drivers to retain expired cards until the new licence arrives by mail.

This central issuance model is widely regarded as the most secure and efficient means of producing and delivering driver’s licences and other ID cards. Service NL currently issues approximately 50 per cent of driver’s licences via the online renewal service, delivering them by mail.

The new cards will have enhanced security features with the latest tamper-proof technology. The system will also support the use of electronic applications and forms, which aligns with government’s Way Forward commitment to implement a “digital by design” model.

There will be no job impacts associated with this new service delivery model, however it will result in improved service times at Motor Registration Division locations. Service NL will be working with Gemalto Canada Inc. over the coming months to prepare for the transition to the new system.

The Government of Newfoundland and Labrador has pre-committed funding of $2,850,100 over the term of the five-year contract. This represents cost savings over previous delivery models through economies of scale.

This replacement photo driver's licence system builds on other recent enhancements to Motor Registration Division services, including the introduction of online driver's licence renewals, the move to 10-year validity for driver's licence photos, and continued discounts for online renewals of driver’s licences and vehicle registrations.
