Environmental Assessment Bulletin

The Honourable Eddie Joyce, Minister of Municipal Affairs and Environment, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKING REGISTERED: 

Labrador West Sand and Gravel Quarry                                                          (Reg. 1923)
Proponent: Allard Distributing Ltd.

The proposed project involves the development of a 7.72 hectare sand and gravel quarry approximately 10 kilometres east of the Town of Wabush airport. The site is accessible via Route 500 on an existing gravel access road. The area will be developed as an open pit quarry operation and will not involve drilling or blasting. The project will produce concrete sand aggregates, Class A and B aggregates, and Class A Stone aggregates to be utilized for various construction projects in Labrador West.

The undertaking was registered on September 7, 2017; the deadline for public comments is October 16, 2017; and the minister’s decision is due by October 22, 2017.

UNDERTAKINGS RELEASED:

Bay Bulls Forage Farm Agricultural Development                                       (Reg. 1904)
Proponent: Oceanview Farms Inc.

The project is released subject to the following condition:

  • The proponent must maintain a minimum 30-metre naturally vegetated buffer along all watercourses, waterbodies, and wetlands to protect sensitive riparian and aquatic species and their habitat.

Cartwright Suborbital Flight Range                                                                  (Reg. 1883)
Proponent: Starfire Scientific Inc.

The project is released subject to the following conditions:

  • Flight operations must be conducted outside the calving / post-calving period for the Mealy Mountain caribou, which runs from early June to late July.
  • The proponent must confirm that caribou are not in the project area prior to the firing of the cannon.

Deadwater Brook Agricultural Development                                                  (Reg. 1900)
Proponent: Department of Fisheries and Land Resources

The project is released subject to the following conditions:

  • a minimum 90-metre naturally vegetated buffer shall be maintained along Deadwater Brook to protect sensitive riparian and aquatic species and their habitat;
  • a minimum 30-metre naturally vegetated buffer shall be maintained along all other waterbodies and wetlands to protect sensitive riparian and aquatic species and their habitat;


Crown District 2 Five-Year Operating Plan (2017-2021) Amendment      
(Reg. 1902)
Proponent: Department of Fisheries and Land Resources, Forestry and Wildlife Branch

The project is released subject to the following condition:

  • To help reduce any negative impacts on Newfoundland Marten, harvesting must not occur in this block from April 1st to June 30th which is the critical denning period for marten.

Glovertown Cranberry Farm                                                                                (Reg. 1903)
Proponent: Mega Healthy Cranberry Farm

The project is released subject to the following condition:

  • Provision of project specific Integrated Pest Management Plan that has been approved by the Fruit Crop Development Officer and Provincial Apiarist, Department of Fisheries and Land Resources prior to the start of construction.
