Environmental Assessment Bulletin

The Honourable Eddie Joyce, Minister of Municipal Affairs and Environment, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKINGS REGISTERED:

Change Islands Quarry Access Road                             (Reg.1918)
Proponent: D.T. Triple C. Inc.

The proponent proposes to construct a one kilometre access road to develop a quarry on Change Islands. The proposed road will start near Red Rock Cove (off Route 345-02) to access the quarry on the eastern side of the island at Partridge Cove. The quarry to be developed will be 0.52 hectares in area.

The undertaking was registered on August 4, 2017; the deadline for public comments is September 8, 2017; and the minister�s decision is due by September 18, 2017.

Crown Zone 5 Five-Year Operating Plan Amendment                             (Reg. 1917)
Proponent: Department of Fisheries and Land Resources

The proponent has submitted an amendment to the Forest Management District 10 (2016-2020) Five-Year Operating Plan. Forest Management District 10 is in Crown Zone 5. The amendment includes the construction of a 2.5 kilometre primary forest access road near harvest block CC10068 and approximately 17 kilometres west of the Town of Point Leamington. The amendment is required in order to minimize the amount of road construction required to access merchantable timber in Forest Management District 9. This reduction is possible by linking the road network proposed in this amendment and the extension of an approved road. The amendment will reduce the amount of road construction by 11 kilometres as well as reduce operating costs and trucking distance.

The undertaking was registered on August 4, 2017; the deadline for public comments is September 8, 2017; and the minister�s decision is due by September 18, 2017.

Milton Cidery and Orchard                         (Reg. 1916)
Proponent: Newfoundland Cider Company

The proponent is proposing to construct and operate a cidery and apple orchard within the Local Service District of Milton. The site will be serviced by existing roads and power lines. The orchard will be approximately five hectares and progressively developed with the cidery constructed first, immediately following approval.

The undertaking was registered on August 3, 2017; the deadline for public comments is September 8, 2017; and the minister�s decision is due by September 17, 2017.

UNDERTAKINGS RELEASED:

Holyrood Thermal Station Diesel Generator Modifications                         (Reg. 1899)
Proponent: Newfoundland and Labrador Hydro

The project is released from further environmental assessment subject to the following condition:

  • Provision of a Women�s Employment Plan for the project, approved by the Deputy Minister of the Women�s Policy Office prior to the start of construction.

Southern Labrador Waste Disposal Facility                         (Reg. 1848)
Proponent: Labrador Straits Waste Disposal Inc.

The project is released from further environmental assessment subject to the following conditions:

  • Prior to the commencement of construction activities, a site drainage plan shall be submitted to the Water Resources Management Division (WRMD) for approval under the Water Resources Act, 2002. For further information, please contact WRMD at (709)729-2359.
  • The groundwater monitoring plan described in Section 4.7.7 of the registration document, and approved by WRMD, shall be implemented during construction, operation, and decommissioning of the proposed undertaking.
  • To protect the watershed for the Mary�s Harbour public drinking water supply, project related activities shall not expand south of the proposed site.
  • The access road to the waste disposal facility shall be constructed in manner that does not impede snowmobilers using an existing trail for towing wood.
  • Prior to the commencement of construction activities, additional information on workforce and timelines shall be submitted to the Department of Advanced Education, Skills and Labour for approval.
