Environmental Assessment Bulletin

The Honourable Eddie Joyce, Minister of Municipal Affairs and Environment, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKINGS REGISTERED:

Crown District 23 Five Year Forestry Operating Plan (2018-22) (Reg.1909)
Proponent: Department of Fisheries and Land Resources

The proponent has a submitted a proposal for a Five-Year Forest Management Plan for Forest Management District 23. District 23 covers an area of 2.2 million hectares and is located generally between the Labrador Coast and the Mulligan and Red Wine rivers to the west. The undertaking will enable the harvesting of 78,500 cubic metres of timber, construct approximately 20 kilometres of primary forest access road, and apply silviculture prescriptions on approximately 375 hectares throughout the district within the five year period. The undertaking is necessary to maintain and/or expand the existing commercial industry and allow domestic harvest for home building and heating. The plan covers the period from January 1, 2018, to December 31, 2022.

The undertaking was registered on July 13, 2017; the deadline for public comments is August 21, 2017; and the minister’s decision is due by August 27, 2017.

Crown Zone 4 Five Year Forestry Operating Plan (2018-22) (Reg.1908)
Proponent: Department of Fisheries and Land Resources

The proponent has submitted a proposal for a Five-Year Operating Plan for Zone 4 which includes Forest Management District 7 located on the south coast in the Bay d’Espoir area. The northern boundary of Zone 4 extends to Berry Hill Pond on the Bay d’Espoir highway and to Great Burnt Lake and Meelpaeg Lake in the northwest section of the District. The undertaking will enable the harvesting of 241,000 cubic metres of timber, construct approximately 20 kilometres of primary forest access road, and apply silviculture prescriptions on approximately 600 hectares throughout the district within the five year period. The undertaking is necessary to maintain and/or expand the existing commercial industry and allow domestic harvest for home building and heating. The plan covers the period from January 1, 2018, to December 31, 2022.

The undertaking was registered on July 13, 2017; the deadline for public comments is August 21, 2017; and the minister’s decision is due by August 27, 2017.

Cormack Microbrewery (Reg.1907)
Proponent: Crooked Feeder Brewing Co.

The proponent proposes to open a microbrewery in the community of Cormack, in western Newfoundland. The microbrewery is planned to be located in a leased building at 349 Veterans Drive, on the former Cormack Woodworks mill site. The microbrewery will produce 600 hectolitres of beer per year. They plan to initially supply to local taprooms and distribution via growler sales and deliveries. Future expansion plans are to add a taproom and store within two years.

The undertaking was registered on July 13, 2017; the deadline for public comments is August 21, 2017; and the minister’s decision is due by August 27, 2017.

Crown District 19A Five Year Forestry Operating Plan (2018-22) (Reg.1906)
Proponent: Department of Fisheries and Land Resources

The proponent has a submitted a proposal for a Five-Year Forest Management Plan for Forest Management District 19A. District 19A covers an area of 2.2 million hectares and is located in Upper Lake Melville, central Labrador. The undertaking will enable the harvesting of 1,035,000 cubic metres of timber, construct approximately 61 kilometres of primary forest access road, and apply silviculture prescriptions on approximately 750 hectares throughout the district within the five year period. The undertaking is necessary to maintain and/or expand the existing commercial industry and allow domestic harvest for home building and heating. The plan covers the period from January 1, 2018 to December 31, 2022.

Crown Zone 8 Five Year Forestry Operating Plan (2018-22) (Reg.1905)
Proponent: Department of Fisheries and Land Resources

The proponent has submitted a Five-Year Operating Plan for Forest Management Districts 17 and 18. These districts encompass the majority of the Great Northern Peninsula, commencing at the northern boundary of Gros Morne National Park on the west side of the Peninsula and at Great Cat Arm on the eastern side of the Peninsula. These two districts share common ecoregion characteristics and, for forest management purposes, have been combined to form Planning Zone 8. The proponent plans to manage the harvest of approximately 1.16 million cubic metres of timber, construct approximately 100 kilometres of primary forest access roads, and conduct silviculture activities on approximately 4,375 hectares. The undertaking is necessary to maintain and/or expand the existing commercial industry and allow domestic harvest for home building and heating. The plan covers the period from January 1, 2018, to December 31, 2022.

The undertaking was registered on July 13, 2017; the deadline for public comments is August 21, 2017; and the minister’s decision is due by August 26, 2017.

Bay Bulls Forage Farm Development (Reg.1904)
Proponent: Oceanview Farm

The proponent intends to develop land for forage production in the Bay Bulls-Witless Bay Line area on the Avalon Peninsula. Approximately 20 hectares of land within each of three Crown land leases, totalling 64 hectares of land, will be developed. The development of these forage fields will require the removal of all vegetation including stumps and stones, levelling, addition of soil amendments, and planting of forage seeds such as grasses, legumes, and grains. No buildings or other constructed farm infrastructure will be associated with this project. Land development will take place over approximately five to seven years.

The undertaking was registered on July 11, 2017; the deadline for public comments is August 21, 2017; and the minister’s decision is due by August 25, 2017.

Glovertown Cranberry Farm (Reg.1903)
Proponent: Mega Healthy Cranberry Farm

The proponent has submitted a revised proposal that was previously registered in April 2017 (EA 1890). The current proposal is to establish and operate an 81 hectare cranberry farm within the Town of Glovertown, east of Angle Brook and south of the TransCanada Highway. The fields will be progressively developed with approximately 2.5 hectares in production within the first two years. The site will be accessed via an existing road. Project design includes the stripping of vegetation, a sediment pond, an irrigation pond, and water control structures, as well as an on-site quarry.

The undertaking was registered on July 7, 2017; the deadline for public comments is August 21, 2017; and the minister’s decision is due by August 21, 2017.
