Environmental Assessment Bulletin

The Honourable Eddie Joyce, Minister of Municipal Affairs and Environment, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKING REGISTERED:

Mount Pearl Drilling Liquid Mud Plant (Reg.1893)

Proponent: Halliburton Group Canada

The proponent has submitted a proposal to develop a temporary liquid mud plant at 30 Kyle Avenue, Mount Pearl in Donovan’s Industrial Park. The plant would be located on Pardy’s Waste Management and Industrial Services site and would provide drilling mud to the offshore oil and gas industry. The site will be used for the blending/mixing and storage of drilling fluids (mud). The plant will occupy a 465 square metre area with a capacity of 630 cubic metres per batch of drill mud. On site warehouse storage space and existing storage tanks will be used to store base fluids and blended drill mud.

The undertaking was registered on May 12, 2017; the deadline for public comments is June 19, 2017; and the minister’s decision is due by June 26, 2017.

UNDERTAKING RELEASED:

Round Pond Quarry Project (Reg.1885)

Proponent: Department of Natural Resources

The project is released subject to the following conditions:

  • Drilling, blasting and crushing activities must not occur between the beginning of Victoria Day weekend and September 30.
  • Dust control measures must be used whenever necessary to mitigate the impacts of dust on Butter Pot Provincial Park.
  • The proponent should construct the quarry using landscape design techniques that provide adequate tree screening and elevation parameters to which the project is not visible from the Trans-Canada Highway. Tourism Branch will work with Mineral Lands Division and Environmental Assessment Division on this condition of release.
  • A 50-metre naturally vegetated buffer must be maintained along all waterbodies and wetlands to protect sensitive riparian and aquatic species, and their habitat.
