Environmental Assessment Bulletin

The Honourable Eddie Joyce, Minister of Municipal Affairs and Environment, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKINGS REGISTERED:

Health Science Centre Berm                             (Reg. 1887)
Proponent: Eastern Health

The proponent has submitted a proposal to construct an approximately 480 metre long earthen berm along the southeastern edge of the Health Science Centre buildings, between the buildings and Leary’s Brook. The purpose of the berm is to protect the Health Science Centre buildings and infrastructure from flooding during significant precipitation events. The project is anticipated to commence in late May 2017. The undertaking was registered on April 12, 2017; the deadline for public comments is May 18, 2017; and the minister’s decision is due by May 27, 2017.

Terra Nova Road Quarry                                     (Reg. 1888)
Proponent: Dexter Construction Company Ltd.

The proponent has submitted a proposal to establish and operate a 7.8 hectare quarry on the road to Terra Nova, six kilometres west of the TransCanada Highway. The site will be accessed via an existing road. The project will supply aggregate for infrastructure projects in the Terra Nova and surrounding area. The quarry will be developed once there is sufficient demand for the aggregate.

The undertaking was registered on April 10, 2017; the deadline for public comments is May 18, 2017; and the minister’s decision is due by May 25, 2017.

White Hill Pond Quarry                                         (Reg. 1889)
Proponent: Butler’s Sand and Stone Co. Ltd.

The proponent has submitted a proposal to establish and operate an approximately 10 hectare quarry east of White Hills Pond, approximately three kilometres east of the Holyrood Thermal Generating Station on the Avalon Peninsula. The site will be accessed via an existing road. Gravel will be excavated and trucked to an off-site processing area currently being operated by the proponent. Construction will commence upon regulatory approval and will operate yearly from April to December.

The undertaking was registered on April 11, 2017; the deadline for public comments is May 18, 2017; and the minister’s decision is due by May 26, 2017.

Glovertown Cranberry Farm                                 (Reg. 1890)
Proponent: Mega Healthy Cranberry Farm

The proponent has submitted a proposal to establish and operate an 81 hectare cranberry farm within the Town of Glovertown, east of Angle Brook and south of the TransCanada Highway. The fields will be progressively developed with approximately 2.5 hectares in production within the first two years. The site will be accessed via an existing road. Construction will require the stripping of vegetation, a sediment pond and water control structures and is scheduled to begin by May 2017.

ADDENDUM SUBMITTED:

Argentia Access Road Industrial Composting Facility Project         (Reg.1838)
Proponent: Metro Environmental Limited

The proponent has submitted an addendum to the Environmental Preview Report (EPR), as required by the Minister of Municipal Affairs and Environment. The addendum is posted on the department’s web page at the following link: www.ecc.gov.nl.ca/env_assessment/projects/Y2016/1838/. The public is invited to review the addendum and to submit comments to the department by May 18, 2017. Public comments may be submitted to the Chair of the Environmental Assessment Committee, at joannesweeney@gov.nl.ca or by emailing EAProjectComments@gov.nl.ca. The minister’s decision is due by May 25, 2017. Written comments may be mailed to the address in the Learn More section below.

MINISTER’S DECISION EXTENDED:

Southern Labrador Waste Disposal Facility                                     (Reg. 1848)
Proponent: Labrador Straits Waste Disposal Incorporated

The Deparment of Municipal Affairs and Environment and the proponent have agreed to extend the deadline for the minister’s decision to May 15, 2017.
