Provincial Government Announces Appointments to Labour Relations Board

The Provincial Government today announced five appointments to the Labour Relations Board. The appointments were made through the merit-based appointment process established by the Independent Appointments Commission Act.

The following individuals have been appointed:

  • Brenda Grimes as Vice-Chair for a five-year term;
  • Jacqueline Penney as a Regular Member (Employer Representative) for a two-year term;
  • Larry Pittman as an Alternative Member (Employer Representative), to complete the remainder of the term previously held by Ms. Penney and a subsequent two-year term effective November 3, 2017;
  • Christina Rose Kennedy as a Regular Member (Employee Representative) for a two-year term; and
  • Sean Noah as a Regular Member (Employee Representative) for a two-year term.

The Labour Relations Board is an independent, quasi-judicial body which contributes to and promotes harmonious labour relations in Newfoundland and Labrador by adjudicating and mediating a variety of employment and labour relations matters.

BACKGROUNDER

Biographical Information of Appointees to Labour Relations Board

Brenda Grimes is Executive Director of the Law Society of Newfoundland and Labrador and has expertise in the legal, education, human resources, governance, and policy/planning fields. Ms. Grimes has a law degree from the University of New Brunswick and a degree in English/Political Science from Memorial University of Newfoundland.

Jacqueline Penney is a lawyer serving as Corporate Counsel and Corporate Secretary to the Board of Directors of Marine Atlantic and her experience spans the legal, human resources, governance, and marine services fields. Ms. Penney has a law degree from Dalhousie Law School as well as a Psychology degree from Dalhousie University.

Larry Pittman is the president and founder of BlueSky Business Consulting and has experience in governance, skilled trades, transportation services, construction, and policy/planning. Mr. Pittman has a Political Science degree from Memorial University of Newfoundland and has previously worked for Astaldi Canada, Nalcor, De Beers Canada, and Vale.

Christina Rose Kennedy is legal counsel and an employee relations officer with the Newfoundland and Labrador Association of Public and Private Employees (NAPE). In addition to her expertise in the legal, human resources, and policy/planning fields, Ms. Kennedy also has experience in social issues. She has a law degree from the University of New Brunswick as well as a degree in Philosophy/English from Memorial University of Newfoundland.

Sean Noah began teaching in Happy Valley-Goose Bay in 1982, completing his undergraduate degree in Education in 1982 and his Masters in Education (Teaching) in 1986, both at Memorial University of Newfoundland. He has also earned a degree from Memorial University in English Literature/Political Science. He most recently served as Principal of Cape St. Francis Elementary in Pouch Cove and has experience in the fields of education, child services, social issues, and human resources.
