Strengthening Communities Throughout the Province

Municipal Ticketing To Be Expanded to Six Towns

As of March 1, 2015, Conception Bay South, Gander, Grand Falls-Windsor, Happy Valley-Goose Bay, Labrador City and Paradise will have the authority to ticket for property-related municipal by-laws.

“Allowing six of the province’s largest towns to issue tickets for the violation of property -related municipal by-laws expands the municipal councils’ authority and increases their ability to effectively operate their communities. These six towns requested the same ticketing authority as the province’s three cities, St. John’s, Mount Pearl and Corner Brook; we listened and acted upon their request.”
- The Honourable Keith Hutchings, Minister of Municipal and Intergovernmental Affairs

Ticketable municipal by-laws are restricted to property-related regulations such as building regulations, littering and garbage regulations, noise regulations, and snow clearing regulations.

The issuance of tickets has proven to be a more effective and efficient way to enforce property-related municipal by-laws. It is less time consuming and expensive than the previous options of recovering costs as a civil debt, seeking an injunctive relief or court prosecution.

The ticketing system will be managed through web-based software. It allows for the electronic generation of tickets and connects municipal staff with provincial court staff.
