Recognizing Local Lawyers for their Achievements

Minister Announces Queen’s Counsel Appointments

The Honourable Darin King, Minister of Justice and Public Safety, today announced this year’s appointments to Queen’s Counsel by the Lieutenant Governor in Council.

“These nine lawyers have all had distinguished legal careers to date and have contributed greatly to the administration of justice in Newfoundland and Labrador. Being appointed Queen’s Counsel is significant recognition for their work and I offer my congratulations to all appointees.”

Queen’s Counsel comprises senior barristers who have served a minimum of 10 years in the legal profession, have gained the respect of the legal community and who are in good standing with the Law Society of Newfoundland and Labrador. Appointments are made on the recommendation of the Minister of Justice and Public Safety after consultation with the Legal Appointments Board as outlined in the Queen’s Counsel Act.

Those appointed to Queen’s Counsel are Linda S. Bishop, Brenda P. Boyd, W. John Clarke, Genevieve Dawson , David P. Goodland, Gregory F. Kirby, Jamie Martin, Gary F. Peddle and G. Todd Stanley. Biographies of each appointee can be found in the backgrounder below.

BACKGROUNDER
Biographies Queen’s Counsel Appointees

Linda S. Bishop graduated from Memorial University in 1986 with a Bachelor of Commerce (Co-op) degree and in 1989 from the University of New Brunswick with a Bachelor of Laws degree. Ms. Bishop has practiced law in St. John’s since being called to the bar and joined the Legal Department of the City of St. John’s in 1993 where she is currently Senior Legal Counsel. Ms. Bishop is a member of the Law Society of Newfoundland and Labrador and also a presenter for the Law Society in continuing legal education seminars. She is also a member of the Association of Canadian Assessors’ Counsel and has worked with Legislative Counsel on revisions to provincial assessment legislation.

Brenda P. Boyd is a native of Tizzard’s Harbour, Notre Dame Bay, and graduated from Memorial University in 1983 with a Bachelor of Arts and a Bachelor of Laws from the University of New Brunswick in 1986. She was called to the Newfoundland and Labrador bar in 1987 and practised with the firm Schwartz Goulding in Grand Falls-Windsor, subsequently Boyd Jenkins Langdon and Boyd Langdon, until 1998 when she joined the federal Department of Justice, first as an Advisory Counsel with the Proceeds of Crime Unit of the RCMP and since 2006 as Counsel at the Public Prosecution Service of Canada. Ms. Boyd has sat on the boards of the Central Business Development Center, the CNIB and the Newfoundland and Labrador Legal Aid Commission.

W. John Clarke holds a Bachelor of Commerce Degree from Memorial University of Newfoundland and a Juris Doctor Degree from the University of Saskatchewan. He was awarded the designations of Chartered Arbitrator and Chartered Mediator from the ADR Institute of Canada and has received training in mediation skills and theory in Toronto, Halifax, Victoria and Vancouver with the Canadian Dispute Resolution Corporation; in Los Angeles with the Mediation Training Institute International; and at Harvard University. Mr. Clarke has been active in the practice of law in Newfoundland and Labrador since 1979 and, since 1986, has concentrated his efforts in the area of alternative dispute resolution including arbitration and mediation. He is a former Vice-Chair of the province’s Labour Relations Board and is a member of numerous dispute resolution panels including those maintained by the provincial Department of Labour, Labour Canada, the Canadian Transportation Agency, The Centre for Sport and Law and Public Works Canada. Mr. Clarke is a member of the ADR Institute of Canada and also teaches the ADR portion of the annual Bar Admission Course.

Genevieve Dawson was born and raised in Bay Roberts. She graduated from Memorial University in 1987 with a Bachelor of Arts degree and worked at the House of Commons in Ottawa for several years before attending law school at the University of Manitoba where she graduated with a Bachelor of Laws degree in 1993. After being called to the bar in Newfoundland and Labrador in 1994, Ms. Dawson articled with the law firm of Chalker, Green & Rowe. She has also worked with the firms McInnes Cooper and Benson Buffett . Ms. Dawson focuses on civil litigation and administrative law. She has appeared before the Provincial Court of Newfoundland and Labrador, Supreme Court of Newfoundland and Labrador – Trial Division and Court of Appeal, Federal Court of Canada, Tax Court of Canada, Nova Scotia Supreme Court, and made written submissions to the Supreme Court of Canada. Ms. Dawson has also appeared before various administrative tribunals. She is the current Chair of the Teacher Certification Review Panel, Chair of the Archdiocesan Board of Administration (St. John’s), a member of the NL Provincial Advisory Committee of the Canadian Red Cross, and board member of The Rooms Foundation.

David P. Goodland graduated from Memorial University in 1986 with a Bachelor of Arts degree and in 1989 from the University of New Brunswick with a Bachelor of Laws degree. Mr. Goodland was called to the Bar in Newfoundland and Labrador in 1990 and has practiced law in St. John’s since that time. He has been a partner with the law firm Goodland O’Flaherty since 1999. Mr. Goodland has practiced in the areas of labour, corporate/commercial, civil litigation and private client services. He appears regularly at the Supreme Court of Newfoundland and Labrador, Trial Division and Court of Appeal. Mr. Goodland has served as a lecturer for the Law Society Bar Admission Program and presently serves on the Supreme Court of Newfoundland and Labrador Rules of Court Review Project Committee.

Gregory F. Kirby graduated from Memorial University with a Bachelor of Commerce (Co-op) degree in 1990 and in 1993 from the University of New Brunswick with a Bachelor of Laws degree. Mr. Kirby articled with V. Randell, J. Earle Q.C. and was admitted to the Bar of Newfoundland and Labrador in 1994. Mr. Kirby is a partner with the law firm, O’Dea, Earle where he maintains a general practice including personal injury, labour and employment, litigation and real estate. He has appeared before all levels of court in Newfoundland and Labrador, the Federal Court and the Federal Court of Appeal as well as a number of Provincial Administrative Tribunals. Mr. Kirby is the Chair of the Mineral Rights Adjudication Board and past Chair of the Newfoundland and Labrador Administrative Law Section of the Canadian Bar Association. As well, Mr. Kirby has been an active community volunteer including board membership with the T. I. Murphy Learning Centre, Rabbittown Learners Program and The St. Francis Foundation.

Jamie Martin graduated from Memorial University in 1980 with a Bachelor of Arts degree and obtained a Master of Public Administration from Queen’s University in 1981. He worked in the Executive Council Office of the Government of Newfoundland and Labrador for ten years in the field of intergovernmental relations prior to entering law school at the University of Alberta in 1991. Mr. Martin articled to George J. Furey Q.C. of O’Brien Furey Smith and was admitted to the Newfoundland and Labrador bar in 1995. He received the William J. Browne Award for a scholarly essay by a student at law in Newfoundland and Labrador. Mr. Martin joined Roebothan McKay Marshall in 2001 becoming a partner in 2004. Mr. Martin’s legal practice focuses on employment, personal injury, administrative and workers’ compensation law. He completed mediation training through the University of Windsor and the Labour Arbitration Training Program offered through the Government of Newfoundland and Labrador. He has served as an agent to the Federal Attorney General for prosecuting fisheries, marine and environmental matters. Mr. Martin has appeared before all levels of court including the Supreme Court of Canada. He is a former president of the Newfoundland and Labrador Branch of the Canadian Bar Association and served on the National Board. He chaired a joint committee on reforms to the automobile insurance system in Newfoundland and Labrador on behalf of the Law Society and the Canadian Bar Association. Mr. Martin is Honorary Consul of the Republic of Korea for the province.

Gary F. Peddle is from St. John’s and graduated from Memorial University in 1982 with a Bachelor of Commerce (Hon.) degree. He completed a Master of Business Administration in 1985 at Memorial University before graduating from the University of New Brunswick in 1989 with a Bachelor of Laws degree. Mr. Peddle is the Current Chair of the Muskrat Falls Land Use Expropriation Arbitration Panel and serves on a number of boards in the not-for profit sector. Has received the Canadian Bar Newfoundland and Labrador Branch award for Community Service, the St. John’s Board of Trade Community Service Award the J.D. Eaton Award for Service to Memorial University and is a Paul Harris Fellow of the Rotary Foundation of Rotary International.

G. Todd Stanley holds a Bachelor of Commerce (Hon.) degree from Memorial University and Bachelor of Laws (Hon.) degree from the University of Toronto. He was called to the bar in 1996, and articled and practiced with what is now Cox & Palmer for five years before joining the Department of Justice and Public Safety of the Government of Newfoundland and Labrador in 2001. His practice has been in areas of corporate and commercial law, originally specializing in energy and resources law. He has taught both at the Bar Admission Course for the Law Society and at the Faculty of Business at Memorial University. He currently serves as the Assistant Deputy Minister, Court and Legal Services with the Department of Justice and Public Safety and provides general legal counsel to the Government of Newfoundland and Labrador.
