Exploring Energy Efficiency Options

Consultations Will Examine the Adoption of an Energy Code for Large Buildings

The Provincial Government is undertaking consultations to inform the case for adopting a new energy code for the construction of large buildings in Newfoundland and Labrador.

“Through the 2011 Energy Efficiency Action Plan, our government committed to supporting a major shift in the uptake of energy efficiency in this province. This plan outlines 40 commitments for action across our province’s economy, including a commitment to examine the case for adopting the National Energy Code for Buildings in Newfoundland and Labrador. We have undertaken significant technical work to understand the costs and benefits of this code and we are now moving forward to consult with stakeholders, as committed in the plan.”

The National Energy Code for Buildings is one of five national construction codes published by the Federal Government. This code provides technical requirements for the energy-efficient construction of buildings over three storeys or 600m2 in area.

“Homes and buildings account for 22 per cent of all of the energy consumed in our province. Improving the energy efficiency of our homes and buildings can present multiple benefits, including lower monthly bills for homeowners and lower operating costs for businesses. In 2012 we introduced requirements for the energy-efficient construction of new homes and small buildings. However, there are currently no energy efficiency requirements for the construction of large buildings. The adoption of the National Energy Code for Buildings presents an opportunity to bridge this gap.”

Through this consultation process, the Provincial Government will be seeking views on the costs and benefits of adopting this code, as well as options for code administration and approaches to enhance skills and training, should the code be adopted. Targeted consultation sessions will be held with professionals within the building design and construction industries, as well as with community leaders and administrators.
