Environmental Assessment Bulletin

The Honourable Perry Trimper, Minister of Environment and Conservation, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

ENVIRONMENTAL PREVIEW REPORT REQUIRED:

Logy Bay Road NORM Temporary Storage Facility (Reg. 1802)
Proponent: Crosbie Industrial Services Limited

The minister has determined that an Environmental Preview Report (EPR) is required for this project. The EPR is necessary to provide additional information including, among other things, a description of monitoring methods and procedures that will be implemented to ensure that only NORM in the unrestricted classification, as per the Canadian Guidelines for the Management of Naturally Occurring Radioactive Materials (NORM), will be associated with this project. The EPR process will provide an opportunity for the local community to meet with the proponent to identify concerns. As part of the EPR process an Environmental Assessment Committee will be appointed to provide scientific and technical advice to the minister, and guidance regarding the additional information requirements to the proponent. The minister will issue guidelines to the proponent to assist with the development of the EPR. The public will be invited to provide comments on the EPR upon its submission. Roy's Knob - Labrador City Quartzite Mine (Reg. 1809)
Proponent: FerroQuartz Labrador Inc.

The minister has advised the proponent that an Environmental Preview Report (EPR) is required for this project. The EPR is necessary to provide additional information on, but not limited to land use, air quality and surface water availability. As part of the EPR process an Environmental Assessment Committee will be appointed to provide scientific and technical advice to the minister, and guidance regarding the additional information requirements to the proponent. The minister will issue guidelines to the proponent to assist with the development of the EPR. The public will be invited to provide comments on the EPR upon its submission. DECISION EXTENDED:

Wabush Mines Decommissioning & Rehabilitation
(Reg. 1825)
Proponent: Cliffs Natural Resources

The Department of Environment and Conservation and the proponent, Cliffs Natural Resources, have agreed to a second extension to the deadline for public comments to January 31, 2016; and the minister's decision to February 10, 2016.


ADDITIONAL INFORMATION REQUIRED:

Fermeuse Offshore Marine Base Project (Reg. 1773)

Proponent: Fermeuse Enterprises Limited

Following public and agency review of the September 16, 2015 submission of the Environmental Preview Report (EPR) for the Fermeuse Offshore Marine Base Project, it has been determined that the proponent must provide additional information to supplement the EPR. The additional information must demonstrate how the municipal water supply in Fermeuse will meet the peak water demands of the project, or suggest alternative water supply sources; must estimate peak sewage flows and fully describe proposed sewage treatment and disposal during phase 1 of the project; must provide further information pertaining to archaeological assessment, employment and women's employment strategies; and must further describe a waste management plan, a site monitoring plan for migratory birds, and the potential impacts of project activities on species of finfish, marine mammals and shellfish that may be present in the project area year round.
