Environmental Assessment Bulletin

The Department of Environment and Conservation has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKINGS REGISTERED:

Springdale Junction Snowmobile Trail Reroute                                     (Reg. 1826)
Proponent: Green Bay Snowmobile Association

The proponent proposes to reroute one kilometre of snowmobile trail in parallel to the current trail which uses Warrs Road located on the west side of the Trans Canada Highway in the Springdale Junction Area. The trial reroute is necessary due to plowing of the gravel road in winter. The new trail will be constructed to a standard width of seven metres for safe operation of snowmobiles/groomers and will connect snowmobilers to the Newfoundland Snowmobile Federation main trail.

The undertaking was registered on December 2, 2015; the deadline for public comments is January 13, 2016; and the minister�s decision is due by January 16, 2016.

Crown Zone 5 Five-year Forestry Operating Plan (2016-2020)                                     (Reg. 1827)
Proponent: Forestry and Agrifoods Agency - Forestry Services Branch

The proponent has submitted a proposal for a Five-year Operating Plan for Zone 5 which includes Forest Management Districts 10, 11, 12 and 13 in Central Newfoundland. Zone 5 includes the area between Victoria Lake in the west to Bay d�Espoir highway in the east and from Island Pond in the south to North and South Twin Lakes in the north. The undertaking will enable the Forestry Services Branch to harvest timber, construct forest access roads and conduct silviculture activities. The undertaking is necessary to maintain or expand the existing commercial industry and allow domestic harvesting for home heating. The plan is scheduled to commence on January 1, 2016, and end on December 31, 2020.

The undertaking was registered on December 9, 2015; the deadline for public comments is January 13, 2016; and the minister�s decision is due by January 22, 2016.

UNDERTAKING RELEASED:

Conception Bay South Concrete Batch Plant (Reg. 1813)
Proponent: Johnson�s Construction Limited

The project is released subject to the following conditions:

  • The proponent must prepare and submit an Environmental Protection Plan for the construction and operation phases of the undertaking to be approved by the Minister of Environment and Conservation prior to construction that shall include, but not limited to:
  • A site drainage plan;
  • A settling pond and effluent monitoring plan;
  • Control measures to reduce dust generation from aggregate and heavy equipment operations at the site in order to reduce the potential of dust blowing offsite;
  • Mitigation or device(s) to capture particulate (cement dust, etc.) before air is exhausted during cement unloading and to conduct these operations in weather conditions that limit dust transport;
  • Noise control measures to mitigate noise from the site to surrounding areas; and
  • Slope stabilization measures (and related maintenance) of the southwestern face of the site towards the Manuels River in order to stabilize the slope and enhance the viewscape of the Manuels River Valley.
  • The proponent must follow the Environmental Code of Practice for Concrete Batch Plant and Rock Washing Operations, 1992. Please refer to the following government website at: www.env.gov.nl.ca/env/env_protection/concrete_batch_plant.pdf.

DECISIONS EXTENDED:

Diversion and Dewatering of Luce Lake North, Labrador West Project                                     (Reg. 1810)
Proponent: Iron Ore Company of Canada (IOC)

The Department of Environment and Conservation and the proponent, IOC, have agreed to extend the deadline for the minister�s decision to December 18, 2015.

St. John�s Waste Drilling Mud Treatment                                     (Reg. 1812)
Proponent: Crosbie Industrial Services Limited

The Department of Environment and Conservation and the proponent, Crosbie Industrial Services Limited, have agreed to extend the deadline for the minister�s decision to December 14, 2015.
