Environmental Assessment Bulletin

The Honourable Dan Crummell, Minister of Environment and Conservation, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKING REGISTERED:

Labrador Deepwater Fox Mineral Property Exploration (Reg. 1816)
Proponent: Search Minerals Inc.


The proponent proposes to construct a 2.3 kilometre road near the Town of St. Lewis, on the southeast coast of Labrador. The road will be used to access 13 mineral exploration drilling sites year-round within the Public Water Supply Area of St. Lewis. No buildings or accommodations are planned for the project. Road construction will occur upon approval of the project and will take approximately one week to complete, dependent on weather and site conditions.


The undertaking was registered on October 14, 2015; the deadline for public comments is November 20, 2015; and the minister's decision is due by November 23, 2015.

UNDERTAKINGS RELEASED:


ATV/ARGO Trails for Red Indian Lake Outfitting (Reg.1805)

The project is released subject to the following conditions:

  • The proponent shall prepare and submit an environmental protection plan (EPP) for all applicable construction, operation and maintenance activities to the Minister of Environment and Conservation for approval before the start of any site specific construction. The EPP shall describe the environmental protection and mitigation measures that will be applied throughout the life of the project to avoid or minimize potential negative effects on the environment associated with the project.
  • Where possible, a minimum 50-metre naturally vegetated buffer shall be maintained along all waterbodies (ponds, rivers etc.) and wetlands (bogs, string bogs, fen, etc.) to protect sensitive wetland complexes as well as riparian and aquatic species and their habitats.
  • Any necessary vegetation clearing or excessive noise shall be undertaken outside of the nesting, breeding and brood rearing period (May to mid-July), when disturbance would be most critical.

  • Sandblast grit will require periodic testing and approval prior to disposal from the Waste Management Section of the Pollution Prevention Division.

Proponent: Quinlan Brothers Ltd.
