Environmental Assessment Bulletin

The Honourable Dan Crummell, Minister of Environment and Conservation, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

MINISTER'S DECISION EXTENDED:

Fermeuse Offshore Marine Base        (Reg. 1773)

Proponent: Fermeuse Enterprises Ltd.


The proponent, Fermeuse Enterprises Limited, has requested additional time before the minister's decision on the Fermeuse Offshore Marine Base project. The Minister has granted the extension and the new deadline is February 16, 2015.

UNDERTAKINGS REGISTERED:

Extension to Robert E. Howlett Memorial Drive         (Reg. 1776)

Proponent: Department of Transportation and Works


The proponent has submitted a proposal to extend the Robert E. Howlett Memorial Drive from the north end of Bay Bulls Big Pond to the southern end of Middle Pond for a distance of 9.4 kilometres. The project will involve field surveys, right-of-way clearing, grubbing, subgrade construction, stream crossing structures, clean-up and rehabilitation and paving. The proponent is planning to initiate construction once the project has cleared the environmental assessment process.


The undertaking was registered on January 19, 2015; the deadline for public comments is February 26, 2015; and the minister's decision is due by March 5, 2015.


Noels Pond Bypass Road Route 460 Revised       (Reg. 1777)

Proponent: Department of Transportation and Works


The proponent proposes a revised route for construction of a bypass road at Route 460 (Hansen Memorial Highway) near Noels Pond, in the Stephenville area. The revised route would be shorter than the route proposed in May 2014 and will connect to Route 460 before Long Gull Pond to reduce the amount of rock blasting required. The revised bypass road would be approximately 3.6 kilometres long and upgrading of 2.1 kilometres for a total of 5.7 kilometres length of work. The purpose of this construction is to bypass a section of Route 460 near Noels Pond that is subject to frequent flooding resulting in temporary highway closures. Construction is planned to be carried out over a two-year period starting in summer 2015.
