Burin Peninsula Regional Service Board Established
The Provincial Government continues to move towards the full implementation
of the Provincial Waste Management Strategy with the announcement today of
the establishment of the Burin Peninsula Regional Service Board.
“We continue to move forward with the establishment of regional service
boards across the province which will conduct important work in the areas of
waste management and regional service delivery,” said the Honourable Kevin
O’Brien, Minister of Municipal Affairs. “We now have a strong board and
chairperson representing the Burin Peninsula region, and I am confident that
this team will make great progress in their region in the months ahead.”
The new board will continue the work of the Burin Peninsula Waste Management
Committee which has been in operation since 2006. The Burin Peninsula
Regional Service Board includes representatives for the 11 sub-regions on
the Burin Peninsula. Ten members have now been appointed to the board along
with the chairperson. The 11th member will be appointed later this fall.
The newly appointed board members are: Elaine Strowbridge, Patrick Brake,
Mike Geraghty, Mary Hackett, Kevin Lundrigan, Jim Mullett, Keith Keating,
Charles Penwell, Leonard Pittman and Kenneth Strang. Harold Murphy has been
appointed as chairperson of the board.
“With the new Burin Peninsula Regional Service Board in place, we now have
the authority to plan, construct and operate waste management facilities
within the Burin Peninsula region,” said Harold Murphy. “It is important to
have the regional service board in place not only to advance the Provincial
Waste Management Strategy within the region, but also to consider the
provision of other regional service offerings including water supply and
sewage disposal, recreational facilities and fire protection services.”
The launch of the Burin Peninsula Regional Service Board follows the
establishment of boards in the central, eastern and western regions and on
the Northern Peninsula.

BACKGROUNDER
Biographies of Chairperson and Board Members
Chairperson: Harold Murphy
Harold Murphy has been a member of the town council of Parker’s Cove since
1989 and has served as Mayor since 2009. Mr. Murphy is also the current
Chairperson of the Burin Peninsula Waste Management Corporation, and is a
member of the Burin Peninsula Joint Town Council. He holds a Bachelor of
Arts and a Bachelor of Education both from Memorial University. Mr. Murphy
has held a variety of volunteer roles with development groups including the
Placentia West Development Association, the Schooner Regional Development
Board and the Rural Secretariat. As a result of his valuable work in the
community, Mr. Murphy received the Governor General’s 125 Anniversary Medal
for Volunteers.
Keith Keating - Town of Marystown
Keith Keating has served on the Marystown municipal council since 1982 and
is the town’s current Deputy Mayor. Mr. Keating is a member of the
Municipalities Newfoundland and Labrador Board of Directors, and is
currently Chair of its Urban Municipalities and Waste Management Committees.
Mr. Keating is retired, having partnered in his own plumbing business,
before working in maintenance with the Burin Peninsula Health Care Centre.
He is a certified Fourth Class Power Engineer, having completed his
education at the Southern Alberta Institute of Technology. As a member of
the Burin Peninsula Regional Service Board, Mr. Keating will serve as one of
two representatives for the Marystown sub-region.
Elaine Strowbridge – Town of Grand Bank
Elaine Strowbridge has serviced on the Grand Bank municipal council since
2005. Ms. Strowbridge works at Grand Bank Retirement Centre Luxury Estates
as a cook, and has served in a number of volunteer capacities particularly
pertaining to culture and recreation in the community. Her volunteer efforts
have included 12 years as a member of the Grand Bank Recreation Commission
and eight years with the Grand Bank Special Events Committee. As a member of
the Burin Peninsula Regional Service Board, Ms. Strowbridge will represent
the Town of Grand Bank.
Patrick Brake – Town of St. Lawrence
Patrick Brake has served on the St. Lawrence municipal council since 1989
and has worked in sales and shipping with Aylward’s Home Hardware on the
Burin Peninsula for over 30 years. Mr. Brake served as Vice-Chair of the
Burin Peninsula Waste Management Corporation from the time of its inception
in 2006 to February 2011. He also currently serves as a director with the
Schooner Regional Development Corporation. As a member of the Burin
Peninsula Regional Service Board, Mr. Brake will represent the St. Lawrence
sub-region.
Mike Geraghty – Town of Garnish
Mike Geraghty has served on the Garnish municipal council since 2005 and is
the town’s current Deputy Mayor. Mr. Geraghty joined the council shortly
after moving to the town from Ontario. He is retired, having served 26 years
with the Canadian Forces as an electronics technician. Mr. Geraghty holds a
Bachelor of Electronics from the Technical Institute of Nova Scotia. As a
member of the Burin Peninsula Regional Service Board, Mr. Geraghty will
represent the Garnish Area sub-region.
Mary Hackett – Town of English Harbour East
Mary Hackett has served on the English Harbour East municipal council for
over 30 years, in capacities as councillor and mayor. She is a current
member of the Board of Directors for the Fortune Bay East Development
Association, and is a long-time member of the English Harbour East Lionettes
Club. Ms. Hackett is also a former director of the Burin Peninsula Roman
Catholic School Board. As a member of the Burin Peninsula Regional Service
Board, Ms. Hackett will represent the Fortune Bay East sub-region.
Kevin Lundrigan – Town of Burin
Kevin Lundrigan has served on the Burin municipal council since 1997, and
has been Mayor of the town since 2001. He is an inter-provincially certified
journeyman automotive technical, and is currently retired, having spent 32
years in the automotive industry. Mr. Lundrigan also served for 29 years as
a member of the Burin Volunteer Fire Department, including 20 years as an
officer, and two years as fire chief. As a member of the Burin Peninsula
Regional Service Board, Mr. Lundrigan will represent the Town of Burin.
Jim Mullett – Town of Lewin’s Cove
Jim Mullett has served on the Lewin’s Cove municipal council since 2009. He
is a Red Seal Certified electrician and has worked at the Marystown shipyard
and Cow Head facilities since 1978. Jim currently serves on the safety
committee at Kiewit Offshore Services in Marystown, and has also served on
the Canadian Auto Workers Local 20 executive committee for over six years.
As a member of the Burin Peninsula Regional Service Board, Jim will
represent the Burin Exterior sub-region, comprised of the Town of Lewin’s
Cove, Town of Fox Cove-Mortier, and Local Service District of Big
Salmonier-Epworth.
Charles Penwell - Town of Fortune
Charles Penwell is the incumbent Mayor of Fortune, and has served on the
council for 24 years, filling terms as councillor, deputy mayor and mayor.
He recently retired after 32 years working in education in Newfoundland and
Labrador, most recently as Senior Education Officer with the Eastern School
District. He has also been a member of the Fortune Lions Club for over 25
years. Mr. Penwell holds a Bachelor of Education and Bachelor of Special
Education from Memorial University, and a Master of Education degree from
the University of Toronto. As a member of the Burin Peninsula Regional
Service Board, Mr. Penwell will represent the Town of Fortune.
Leonard Pittman – Town of Marystown
Leonard Pittman has served on the Marystown municipal council since 2009. He
is a Red Seal Certified Automotive Technician and Steel Fabricator, and is
owner/operator of Pittman’s Auto Repair in Marystown. Mr. Pittman has served
on the Marystown Crime Prevention Committee for 14 years, and is also a
member of the Garnish Pond-Black River Resort Association, and the
provincial accreditation teams for Automotive and Steel Fabrication. As a
member of the Burin Peninsula Regional Service Board, Mr. Pittman will serve
as one of two representatives for the Marystown sub-region.
Kenneth Strang – Town of Lawn
Kenneth Strang has served on the Lawn municipal council since 2005. He holds
a Bachelor of Arts and Bachelor of Education from Memorial University and
has taught at the primary and secondary level since 1995. Mr. Strang is
involved in a number of recreation-related volunteer activities both within
and outside the school system, and has served on the Holy Name of Mary
Academy School Council since 2006. As a member of the Burin Peninsula
Regional Service Board, Mr. Strang will represent the greater Lamaline Area
sub-region.
