New Board to Oversee Waste Management on the Bonavista Peninsula

 
Efforts to divert waste and modernize waste management in the province are being enhanced through the establishment of the Discovery Regional Service Board. This new board which will operate on the Bonavista Peninsula, will be responsible for waste disposal, recycling and composting in the region.
 
“This is another great step as we further our commitment to the Provincial Solid Waste Management Strategy and continue to move forward with the modernization of waste management activities in the province,” said the Honourable Kevin O’Brien, Minister of Municipal Affairs. “The Discovery Regional Service Board will lead our waste management efforts in the Bonavista region, but will also look at opportunities for other regional initiatives including joint fire protection services, regional recreation initiatives and possible collaboration on water and wastewater projects.”
 
The structure for the new board has been established and calls for an 11-member board plus a chairperson to represent the municipalities, local service districts and unincorporated communities in the region.
 
The newly appointed board members are: Cyril Bennett, Dennis Penney, Don Burt, Paul Mouland, Derek Martin, Margaret Ducey, Tom Maddox, Melvin Humby, Graham Keats, and Shirley Clarke. Jim Miller has been appointed as chairperson of the board.
 
“Now that the Discovery Regional Service Board has been established, we are in the position to fully engage in activities related to the Provincial Solid Waste Management Strategy,” said Mr. Miller. “This is important to the Bonavista Peninsula as we are now in a better position to provide services to residents which will be tailored to meet their needs. This is another key milestone for the province as we continue to improve service delivery through regional service boards, while keeping costs low for residents.”
 
The launch of the Discovery Regional Service Board follows the establishment of boards in the central, eastern and western regions and on the Northern Peninsula.

Biographies of Chairperson and Board Members

Chairperson: Jim Miller
Jim Miller holds a Bachelor of Arts (Religious Studies major, History minor) from Memorial University with a concentration in Newfoundland and Labrador history and a Certificate in Fund Raising Management from the College of the North Atlantic. He started working for the Trinity Historical Society in 1995 as a tour guide and has since moved on to the position of Project Coordinator. Jim volunteers as Mayor for the Town of Trinity and has been the Treasurer of the Association of Newfoundland and Labrador Archives. He has served as Eastern Director with Municipalities NL and is a member of other various community volunteer committees and organizations. He received the Doug Wheeler Award in 2009 for his work in cooperation and partnerships between communities and organizations.
 
Cyril Bennett – Town of Port Blandford
Cyril Bennett is a councillor with the Town of Port Blandford and is a member of the current Bonavista Peninsula Regional Waste Management Committee. He is retired and volunteers with the local Royal Canadian Legion and is a part time church warden and vestry member for St. Aidan’s Church.
 
Don Burt – Municipality of Trinity Bay North
Don Burt is currently a councillor with the Town of Trinity Bay North. He has served previously as Mayor and Deputy Mayor of the Town of Winterton and Mayor and Councillor for the Town of Old Perlican. He has served on the Mariner Resource Economic Development Board, The Bacalieu Trail Waste Management Committee and the Greater Avalon Regional Waste Management Committee. Councillor Burt also volunteers with many community and regional organizations, including the Scouting movement, recreation associations, teachers association, Lions Club, Arts Council and Historical Society.
 
Derek Martin – Town of Elliston
Derek Martin has been involved in municipal politics for over 12 years and has served as Mayor of Elliston for the past seven. Mayor Martin is involved in various volunteer organizations in the region, including the Bonavista Inter-town Hockey League, the Elliston Recreation Committee, Tourism Elliston and the Sealers Memorial. Mr. Martin is employed as Field Supervisor and Auditor with the Fish Harvesters Resources Centre in St. John’s.
 
Tom Maddox – King’s Cove
Tom Maddox is retired and now serves as Mayor of the Municipality of King’s Cove. Mayor Maddox volunteers with many committees and groups within his community. He is currently the Treasurer of the King’s Cove Fire Department, Treasurer of the King’s Cove Recreation Committee, Grand Knight and Program Director of Msgr. Williams Knights of Columbus. Mayor Maddox is also chair of the King’s Cove and Area Waste Disposal Committee.
 
Graham Keats – Lethbridge and Area Local Service District
Graham Keats is currently the Chairperson of the Lethbridge and area Local Service District. He holds a Bachelors of Arts/Education and a Masters of Education and Management, and is a retired high school administrator and teacher. Mr. Keats volunteers with many organizations in the Lethbridge area, including the Kinsmen, the Brooklyn Parish and the Cub movement. Mr. Keats was part of the steering committee responsible for the formation of a Local Service District in the Lethbridge area which brought together eight communities.
 
Dennis Penney – Canning’s Cove Local Service District
Dennis Penney has been chair of Canning’s Cove Local Service District for the past 20 years.  He is also a representative on the Regional Garbage Committee for Bloomfield, Bunyan’s Cove, Musgravetown and Canning’s Cove. Mr. Penney is currently employed as a heavy equipment operator with Keiwit at the Hibernia gravity based structure construction site in Bull Arm.
 
Paul Mouland – Town of Bonavista
Paul Mouland has been involved with the Bonavista Town Council for two and a half years. He has been owner and operator of H.M.B. Construction Ltd. for 16 years. Mr. Mouland has volunteered with numerous organization and committees in Bonavista including the Scout and Guide movement, Minor Hockey, the Salvation Army Band, the Salvation Army Church Board, as well as various committees of the town council.
 
Margaret Ducey – Town of Keels
Margaret Ducey is currently the Deputy Mayor for the Town of Keels and has previously held the positions of councillor, mayor and clerk. In the past she held the position as coordinator of the Bonavista South Development Association. Ms. Ducey is currently retired. Ms. Ducey volunteers as the Secretary of the Keels Catholic Woman Association and is also a member of two committees of the Sts. Peter and Paul R. C. Parish.
 
Melvin Humby – Town of Musgravetown
Melvin Humby has served on the Town Council of Musgravetown for the last 14 years, holding positions as Mayor, Deputy Mayor and Recreation Committee Chair. Mr. Humby is also a current member of the Bonavista Peninsula Regional Waste Management Committee.
 
Mr. Humby is employed as a Field Service Engineer for Abbott Lab and is a Sales Agent for Century 21 Sellers Choice. Mr. Humby volunteers with various committees and groups in the area, including the Islandview Salvation Army Youth Band, Corps Council Board, Youth Committee, Discovery Regional Development Board, and the Local Waste Committee.
 
Shirley Clarke – Town of Port Rexton
Shirley Clark is a councillor with the Town of Port Rexton and is a member of the current Bonavista Peninsula Regional Waste Management Committee. Ms. Clark is the author of a monthly local newsletter called “Port News”.  She is the Coordinator of the Port Rexton Book Club and is involved with various fundraising activities within the community.
