Environmental Assessment Bulletin

The Honourable Tom Hedderson, Minister of Environment and Conservation, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKING REGISTERED:

Western Newfoundland Local Waste Management and Public Drop-Off Facilities
Proponent: Western Newfoundland Waste Management Authority (Reg. 1712)

The proposal is to develop six local waste management facilities (LWMF) and three public waste drop-off locations to service communities located in the western region of Newfoundland. Each LWMF will consist of an access road, automated weigh scales, enclosed loading area, construction and demolition waste and bulk waste storage area, household hazardous waste area, white goods and metals storage area and an open windrow composting area. LWMF’s will be located near Rocky Harbour, White Bay South, Wild Cove, Port aux Basques, St. George’s and Burgeo. Location alternatives are proposed for the Burgeo site. Each public drop-off facility will consist of an access road, weigh scales, enclosed loading area, construction and demolition waste storage area, household hazardous waste storage area and a white goods and metals storage area. Public drop-off facilities are proposed near Portland Creek, in the Port au Port area and in Bonne Bay South. Location alternatives are proposed for Port au Port and Bonne Bay South.

The Corner Brook LWMF at Wild Cove will serve as the regional landfill for construction and demolition waste only. Other waste will be stored at the various locations until it is transported and disposed of at the Central Regional Waste Management Facility in Norris Arm. Household organics, separated at the source, will be composted at the LWMF’s. Construction of the project is scheduled to begin September 2014.

The undertaking was registered on June 25, 2013; the deadline for public comments is July 30, 2013; and the minister’s decision is due by August 9, 2013.

ADDITIONAL AMENDMENT TO THE EIS SUBMITTED:

Kami Iron Ore Project (Reg. 1611)
Proponent: Alderon Iron Ore Corp.

The proponent has provided a response to comments on the Environmental Impact Statement (EIS) Amendment submitted on February 14, 2013 in the form of an additional amendment.

The most recent amendment is now subject to public and government review as required under the Environmental Protection Act. The EIS, with amendments, is intended to address the information requirements contained in the EIS Guidelines that were issued to the proponent on June 26, 2012 and the requirements in the Minister’s decisions of December 12, 2012 and May 8, 2013 on the EIS. The EIS including the amendments can be viewed on the department’s website at: www.gov.nl.ca/env/env_assessment/projects/Y2011/1611/index.html or by requesting a copy by contacting the Environmental Assessment Division at the number listed below.

The public deadline to submit written comments to the minister on the most recent Amendment is August 16, 2013. The minister’s decision on the acceptability of the EIS and Amendments is due Tuesday, September 3, 2013.
