Environmental Assessment Bulletin

The Honourable Tom Hedderson, Minister of Environment and Conservation, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKINGS REGISTERED:

Come By Chance Liquid Asphalt Terminal Expansion         (Reg. 1696)
Proponent: Asphalt Product Industries

The proponent proposes to construct and operate two additional asphalt storage tanks at their existing liquid asphalt storage terminal located in Come By Chance. The first liquid asphalt storage tank would have a 7,000 tonne capacity while the second would have 1,000 tonne capacity for the handling and storage of asphalt cement, also known as bitumen, used in the road construction industry. The project will employ approximately 12 people during the construction period. The project will provide road construction companies in the area with an alternate source of liquid asphalt cement. The construction period is expected to be three months beginning spring 2013.

The undertaking was registered on March 12, 2013; the deadline for public comments is April 17, 2013; and the minister’s decision is due by April 22, 2013.

Mount Pearl NORM Decontamination and Temporary Storage Facility
Proponent: Atlantic Inspection Services Inc.                     (Reg. 1697)

The proponent is proposing the operation of a facility for decontamination and temporary storage of tubulars containing Naturally Occurring Radioactive Material (NORM) at Atlantic Inspection Services Inc., at 138 Clyde Avenue in Mount Pearl. NORM is deposited on the inside of tubulars used by the offshore oil industry and remains attached to the tubulars during production. Once removed from the production site the tubulars are cleaned and the NORM is collected, stored and disposed of at an approved waste disposal site. Currently, these tubulars are transported out-of-province for processing and this facility will provide cost-saving initiatives and complement the services already provided to existing customers. The NORM processing building will be approximately 650 square metres in size, with self-contained steel construction and no floor drains and include a 37 square metre post-decontamination segregated storage area, emergency response equipment, personnel decontamination facility (to include a shower and washroom and a utility room to process and store contaminated clothing and equipment). Construction is proposed to begin in September 2013 and take six months to complete.

La Manche RV and Resort Park                                         (Reg. 1698)
Proponent: RCM Development Inc.

The proponent has submitted a proposal to develop a recreational camping facility in La Manche, approximately 300 metres south of the La Manche River Bridge and 60 kilometres from St. John’s. The proponent has applied for 15 hectares of Crown land and when developed will include 52 fully serviced sites, 13 unserviced sites and seven tenting sites. The project will involve the construction of a six metre x six metre administration building, a 93 square metre laundry facility, a 1.2 kilometre road, a drilled well, septic system and electrical servicing. Construction is scheduled to begin in late 2013 with operations to begin by spring 2015.
