The Honourable Tom Hedderson, Minister of Environment and Conservation, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

ENVIRONMENTAL PREVIEW REPORT REQUIRED:

Forteau Wharf and Lay Down Area                                                                        (Reg. 1669)
Proponent: Bay Bulls Properties Ltd.

The minister has advised the proponent that an Environmental Preview Report (EPR) is required for this project. The EPR is necessary to address project design alternatives for the location of the wharf, laydown and rock storage area, describe effects on Pioneer Footpath Trail and historic resources including mitigation details. Also, the EPR will include the quarry in above as part of the scope of the entire project. The public will be invited to provide comments on the EPR upon its submission. Crown Districts 9 & 16 – Five-Year Operating Plan Amendment

The project is released subject to the following conditions:

• A minimum of a 100-metre naturally-vegetated buffer must be maintained between the high-water mark of tributaries to the Pinware River.
• Make all possible efforts to screen the quarry development from Trans Labrador Highway, including the design of the access and maintaining the existing naturally vegetated road-side slope.
• Properly rehabilitate and close the two existing quarries prior to activation of this site.

Crown Districts 17 and 18 Five-Year Operating Plan (2013-2017)
Proponent: Department of Natural Resources                                                  (Reg. 1680)

The project is released subject to the following conditions:

• DNR is only permitted to close forest access roads as per Section 114 of the Forestry Act. Closure of Wilbert’s Road and Ocean Pond Access Road for reasons as outlined in the plan is prohibited. DNR is required to consult with the Lands Branch prior to closing any forest access road.
• Implementation of the following harvesting restrictions within Forest Management District 17:
  • 17-34 East River - Harvest area partly intersects with Stewardship Zone – Hawkes Bay. DNR should consult with Town of Hawkes Bay regarding the plan and activities within the Stewardship Zone.
  • C1707 – Rare plants occur within this operating area. Consult with Wildlife Division to determine any mitigative requirements.
  • C1708 – Hawkes Bay Stewardship Zone and Management Unit. This operating area is within the Stewardship Zone and Management Unit in Hawkes Bay. The Town of Hawkes Bay and the Stewardship Section of the Wildlife Division should be contacted to discuss applicable mitigations.
  • C1725 – This operating area is within the Stewardship Zone and Management Unit in Hawkes Bay. The Town of Hawkes Bay and the Stewardship Section of the Wildlife Division should be contacted to discuss applicable mitigations.
• Implementation of the following harvesting restrictions within Forest Management District 18:
  • C18-43 Round Lake - The proposed harvest area is within a Sensitive Wildlife Area. Round Lake is also a scheduled salmon river and a special trout management area. It is recommended that a minimum 50-metre buffer be maintained around all waterbodies within the Sensitive Wildlife Area.
  • C1816 - Rare plants occur within this operating area. Consult with Wildlife Division to determine any mitigative requirements.
  • C1817 - Rare plants occur within this operating area. Consult with Wildlife Division to determine any mitigative requirements.
  • C1821a - Rare plants occur within this operating area. Consult with Wildlife Division to determine any mitigative requirements.
