Senior Appointments Announced
The Honourable Kathy Dunderdale, Premier of Newfoundland and Labrador, today announced senior appointments.
“The dedication, leadership and talent these appointees have already demonstrated will serve them and the public service well,” said Premier Dunderdale. “I wish them continued success in their new roles.”
Colleen Janes has been appointed Assistant Deputy Minister (Professional Services) with the Department of Health and Community Services, effective September 19. She is now Assistant Secretary to Cabinet (Social Policy).
Paula Burt has been appointed Assistant Secretary to Cabinet (Social Policy), with the Executive Council, also effective September 19. Ms. Burt is currently with the Executive Council as Executive Director of Planning and Coordination.
Dennis Hogan is appointed Assistant Secretary to Cabinet (Economic Policy), with Cabinet Secretariat of the Executive Council, effective August 29. Mr. Hogan is currently Assistant Deputy Minister (Innovation, Research and Advanced Technologies) in the Department of Innovation, Trade and Rural Development.
Marilyn Field has been appointed Assistant Deputy Minister (Income, Employment and Youth Services) with the Department of Human Resources, Labour and Employment, effective September 6. Lynn Vivian-Book, currently in that position, is retiring from the Provincial Government. Ms. Field is currently Assistant Deputy Minister (Human Resources) with the Public Service Secretariat.
Chantelle MacDonald Newhook has been appointed Assistant Deputy Minister (Human Resources) with the Public Service Secretariat, effective August 22. Ms. MacDonald Newhook is currently a solicitor with the Department of Justice.
Paul Carter has been appointed Executive Director (Iron Ore Industry) with the Department of Natural Resources. Mr. Carter has been with the department since 2005 as Executive Director of the department’s Labrador Executive Office. His new appointment is effective August 22.
Thomas Graham has been appointed Assistant Deputy Minister (Policy and Planning) with the Labour Relations Agency, effective August 22. Mr. Graham most recently has been with the Department of Environment and Conservation as Co-Manager of the Joint Review Panel conducting the environmental assessment of the Lower Churchill hydroelectric generation project.
Premier Dunderdale also thanked Ms. Vivian-Book for her many years of service, and wished her a happy retirement.

Biographical Information
Colleen Janes
Colleen Janes is currently Assistant Secretary to Cabinet (Social Policy), a
position she has held since January 2010. Prior to that she was Assistant
Deputy Minister, Intergovernmental Affairs Secretariat where she was
involved in the analysis and formulation of policy and policy advice on all
intergovernmental affairs matters, including the coordination and monitoring
of relationships with other governments. Ms. Janes began her career with the
Provincial Government in the Department of Health and Community Services. As
Director of the Pharmaceutical Services Division in that department, she
held responsibility for the management of the province’s publicly funded
pharmaceutical programs and policies, as well as the oversight of all
aspects of the pharmaceutical sector, both provincially and nationally.
In 2004, Ms. Janes was a recipient of the Public Service Award of Excellence. She holds a Bachelor of Science (Pharmacy) and a certificate in public administration from Memorial University.
Paula Burt
Paula Burt has been Executive Director of Planning and Co-ordination with
Cabinet Secretariat of the Executive Council since April 2009. She joined
the Provincial Government in 1983 as a social worker and has worked with a
number of departments including Social Services, Human Resources, Labour and
Employment, Health and Community Services, and Education. Her earlier
positions have included Director of Early Childhood Learning, Cabinet
Officer, Program Management, Supervisor and Consultant.
Ms. Burt has Bachelor of Social Work and Bachelor of Arts degrees from Memorial University.
Dennis Hogan
Dennis Hogan joined the Provincial Government in 2005 as Assistant Deputy
Minister (Innovation, Research and Technology) and Chief Innovation Officer
with the Department of Innovation, Trade and Rural Development, a position
he has held since then. In this role, he was responsible for implementation
of the province’s innovation agenda and for economic development initiatives
in support of the advanced technology sector.
Mr. Hogan has considerable experience in economic and industry development, and has served on the board of directors of the Research & Development Corporation, Newfoundland and Labrador, and the Genesis Centre of Memorial University. He was also a member of the Atlantic Advisory Board, National Science, Engineering and Research Council of Canada (NSERC) and the Leaders’ Panel on Innovation-based Commerce of the Conference Board of Canada.
Prior to joining government, he served as Executive Director of Oceans Advance, Newfoundland and Labrador’s ocean technology cluster initiative. He was also founding CEO of the Newfoundland and Labrador Construction Safety Association, and former employers’ advisor for the Newfoundland and Labrador Employers’ Council.
Named one of the Top 50 CEOs in Atlantic Canada for 2001 by Atlantic Business Magazine, Mr. Hogan holds a Bachelor of Arts (Economics and Business) from Memorial University, has completed graduate studies in Public Administration at Dalhousie University and holds a Masters of Business Administration from the Massachusetts Institute of Technology (MIT), where he was a Sloan Fellow.
Marilyn Field
Marilyn Field has been Assistant Deputy Minister (Human Resources), Public
Service Secretariat, since December 2005 when she returned to work with the
Provincial Government following four years as Vice President, Human Resource
Management and Corporate Services for the former St. John’s Nursing Home
Board.
She started her career with the Alcohol and Drug Dependency Commission and joined the Provincial Government in 1992 as a member of the human resource management team for the Department of Health and Community Services. She later held various other positions with that department and Treasury Board.
Ms. Field has a Bachelor of Science (psychology) from Memorial University and a Masters of Business Administration from the University of Leicester in the United Kingdom. She has also completed the Human Resource Management Program at Queen’s University and has certification in a number of other areas including quality improvement and change management. In 2004, she was awarded a research fellowship with the Canadian Health Services Research Foundation.
Chantelle MacDonald Newhook
Chantelle MacDonald Newhook has been a solicitor with the civil litigation
unit of the Department of Justice since 2005. In that capacity, she has been
engaged in employment and labour law practice, including providing
employment and labour-related legal advice and counsel to the Public Service
Secretariat, human resource branches and practitioners throughout
government. Prior to joining the Provincial Government, Ms. MacDonald
Newhook was a marketing communications consultant from 1995 to 2001 with
Bristol Group and Target Marketing. During the same period she was an
author, writer and consultant. Her published work includes Cybersquatters
Beware! Insiders’ Tips For Winning Domain Name Disputes (McGraw-Hill
Ryerson, 2002).
Ms. MacDonald Newhook has a Bachelor of Laws from the University of New Brunswick and Bachelor of Arts from St. Thomas University in Fredericton.
Paul Carter
Paul Carter most recently served as Executive Director of the Department of
Natural Resources’ Labrador Executive office in Labrador West, a position he
has held since August 2005. Prior to joining Natural Resources in Labrador,
he worked with Natural Resources Canada – Canadian Forest Service in Corner
Brook in forest research and resource development fields.
Mr. Carter holds both Masters and Bachelor of Science degrees in forestry from the Faculty of Forestry and Environmental Management, University of New Brunswick.
Thomas R. Graham
Thomas R. Graham has been since December 2008 with the Department of
Environment and Conservation as Co-Manager of the Joint Review Panel
conducting the environmental assessment of the Lower Churchill hydroelectric
generation project. Prior to that, he was Executive Director (Strategic
Planning and Policy Coordination) for two years with the Department of
Natural Resources. Mr. Graham’s earlier positions with the Provincial
Government include Director of Resource and Economic Policy with the
Intergovernmental Affairs Secretariat; and, Director of the Policy and
Planning Division, Department of Environment; Cabinet Officer with Cabinet
Secretariat, the Executive Council.
Mr. Graham has a Master of Arts (Political Science), as well as Bachelor of Arts (Political Science) and Bachelor of Arts (English Literature) from Memorial University.
