Biographical Information
Dr. Cathi Bradbury
Cathi Bradbury has held several positions with the public service of
Newfoundland and Labrador since 1993, most recently as Medical
Consultant with the Department of Health and Community Services. Prior
public service appointments include the Director of Physician Services
and the previous Medical Director of MCP. Dr. Bradbury's clinical
experience includes family medicine and emergency department work in
various hospitals in Newfoundland and Labrador and Manitoba.
Dr. Bradbury holds a Bachelor of Medicine Sciences, Doctorate of
Medicine and Masters of Business Administration (honours) from Memorial
University, as well as a diploma in Health Service Management from the
Canadian Hospital Association.
Genevieve (Gig) Dooling
Genevieve (Gig) Dooling began her career with the Government of
Newfoundland and Labrador in 1989 after graduating with a Bachelor of
Commerce degree from Memorial University. Since September 2009, she
served as Senior Director — Executive Support, Department of Business.
Ms. Dooling's previous positions include Director of Strategic Human
Resource Management for Executive Council; Director of Policy, Planning,
Accountability and Information Management, Department of Finance; and,
Senior Policy Analyst, Department of Business. She has also served as
budget analyst, senior policy analyst, appeals officer and audit
supervisor with the Department of Finance.
In addition to a Bachelor of Commerce degree, Ms. Dooling has
completed the fifth level of the Certified Management Accountant Program
and the requirements for the public sector leadership and management
development certificate, all at Memorial.
David Lewis
David Lewis served most recently has Assistant Deputy Minister of the
Fisheries Branch, Department of Fisheries and Aquaculture. His earlier
positions with the Provincial Government include Assistant Deputy
Minister (Finance and Administration), Department of Education; Director
of Income Support, Department of Human Resources and Employment;
Director of Planning Services, Department of Fisheries; and, Business
Development Analyst, Department of Rural, Agricultural and Northern
Development. He also worked with the Fisheries Association of
Newfoundland and Labrador as Executive Assistant to the President, and
with the federal Department of Fisheries and Oceans as biological
research technician.
Mr. Lewis has a Masters of Business Administration, Bachelor of
Science (honours), and Bachelor of Education from Memorial University.
Peter Howe
Peter Howe has been employed with the Government of Newfoundland and
Labrador since 1994, primarily with the Lands Branch of the Department
of Environment and Conservation. Positions he has held that are of a
progressively responsible nature include Regional Lands Manager, Manager
of Crown Lands Administration and Director of the Crown Lands
Administration Division since June 2006.
Mr. Howe holds a Bachelor of Science Degree in geography from
Memorial University and has completed post graduate course work towards
a Masters of Arts degree in geography from Memorial University. He has
received certificates from College of the North Atlantic in Geographic
Information Systems, and has training and experience in resource
management and leadership development.
Roxie Wheaton
Roxie Wheaton started her career with the Department of Human
Resources, Labour and Employment in 1988. Since that time, she has held
a number of progressively responsible positions. From 1988 to 1998, Ms.
Wheaton was District Manager of a number of offices throughout the
Central Region. In 1998 she was assigned project manager for the
department's redesign initiative, playing a key role in the
transformation of programs and services. Since August 2007 Ms Wheaton
has held the position of Assistant Deputy Minister in an acting
capacity. Prior to that she was Regional Director - Avalon Region. In
2003, in recognition of her unique combination of experiences, she was
invited by the South African Government to provide technical advice and
assistance in the development of programs, accountability measures and a
new delivery model. In 2006, she received a Public Service Award of
Excellence in recognition of her leadership, vision and ability to build
effective partnerships.
Ms. Wheaton holds a Bachelor of Arts in psychology from Saint Thomas
University. She also attended the University of Victoria's Canadian
Institute in Social Policy Analysis and completed the Executive
Development Program at Memorial University. Prior to becoming a member
of the public service, she was employed in a number of non-profit,
community-based agencies working specifically with persons with
disabilities, women and youth.
