Environmental Assessment Bulletin
The Honourable Charlene Johnson,
Minister of Environment and Conservation, has announced
the following events relative to Part 10 Environmental
Assessment of the Environmental Protection Act.
UNDERTAKINGS REGISTERED:
1.) St. Lunaire Harbour Improvements
Proponent: Fisheries and Oceans
Canada, Small Craft Harbours (Reg. 1467)
The proposal includes extending the
existing marginal wharf by 37 metres and existing
breakwater wharf by 43 metres, dredging the approach to
the existing facility (7100 cubic metres), and infilling
a tidal area. The site is located along the eastern
shoreline of Garden Cove.
The undertaking was
registered on January 25, 2010; public comments are due
by March 3, 2010; and the minister's decision is due by
March 11, 2010.
2.) Winterland ATV Trail
Proponent: Wallace Keeping (Reg. 1468)
The proponent plans to develop approximately 500
metres of ATV trail to access a remote cottage located
approximately one kilometre west of Route 220, near
Winterland, on the Burin Peninsula. Trail preparation is
scheduled to begin in April 2010, subject to approval.
The undertaking was registered on
January 26, 2010; public comments are due by March 3,
2010; and the Minister's decision is due by March 12,
2010.
3.) Black Duck Siding Cranberry Farm
Proponent: Harry's River Cranberry
Farm Ltd. (Reg. 1469)
The proposal is to develop
approximately 36 hectares of cranberry beds, three
kilometres west of Route 460. This 142.4 hectare site is
located south of the municipality of Black Duck Siding
and Harry's River on the west coast of Newfoundland.
The development will include removal
of vegetation and the installation of irrigation and
sediment ponds, berms, bed drainage tile, water control
structures, farm auxiliary building, a 1,500 metre power
line including a crossing of Harry's River,
establishment of a sand quarry and access roads. Sand,
fertilizers and standard pesticides will be applied to
the cranberry beds during operation. Harvesting of the
cranberries includes flooding each field, in succession,
with approximately 40-45 centimetres of water and
removal with a cranberry beater. The project is
scheduled to commence between July and October 2010,
subject to approval.

4.) Plate Cove West Breakwater
Construction
Proponent: Fisheries and Oceans
Canada, Small Craft Harbours (Reg. 1470)
The proposal is to construct a 155
metre rubble mound breakwater at Plate Cove West, off
Route 235 on the Bonavista Peninsula. It will also
increase berthing capacity for fishing vessels and allow
an additional 60 metres of wharfage. No site blasting or
dredging is proposed. Work is tentatively scheduled to
commence April 1, 2010 and requires three to four months
to complete.

January 26, 2010; the deadline for public comments is
March 3, 2007; and the minister's decision is due by
March 12, 2007.
5.) Crown District 17 & 18 Five-Year
Operating Plan (2008-2012) Amend.
Proponent: Department of Natural
Resources (Reg.
1471)
The proposal consists of two
amendments to the current five-year operating plan for
Forest Management District 17. The Squid Cove amendment
includes 6.5 kilometres of new access road construction
providing access to an additional 39,500 cubic metres of
timber. The Raft Pond amendment entails the construction
of four kilometres of access road providing access to
15,500 cubic metres of timber already approved in the
existing five-year operating plan. This will be an
integrated sawlog/energy wood operation. Construction
and harvesting activities are planned to commence in the
summer of 2010.

March 3, 2007; and the minister's decision is due by
March 12, 2007.
