Provincial and Federal Governments Announce Important Infrastructure Investments

The Honourable Peter MacKay, Minister of National Defence and Minister of the Atlantic Gateway, and the Honourable Trevor Taylor, Minister of Transportation and Works for Newfoundland and Labrador, today announced that communities and municipalities across Newfoundland and Labrador will benefit from up to $300 million in joint federal-provincial investments for key infrastructure projects, thanks to a partnership between the Governments of Canada and Newfoundland and Labrador. Newfoundland and Labrador municipalities will also contribute funds to support some of these important projects.

"Under the proven leadership of Prime Minister Stephen Harper, our Government is taking action to stimulate the economy and create jobs. Today�s investment builds on Canada�s $4 billion stimulus package," said Minister MacKay. "Working together, we are building the infrastructure so Newfoundland and Labrador and the economy can thrive immediately and in the future."

"Today�s funding builds on the $800 million the Williams Government will invest in infrastructure this fiscal year as part of our provincial budget," said Minister Taylor. "The Government of Newfoundland and Labrador has taken an aggressive approach to stimulating our economy and creating jobs. This announcement today is the latest example of our ongoing efforts to move infrastructure projects forward quickly. We are proud to have already issued or awarded contracts totaling $130 million from our infrastructure stimulus package this year, creating employment and benefiting the economy and communities in this province in a tangible way."

Canada and Newfoundland and Labrador are working together to create jobs and boost the economy, while making significant investments that help communities improve their infrastructure. Both governments have agreed to work together to ensure that these funds are delivered quickly and efficiently in Newfoundland and Labrador.

BACKGROUNDER
Stimulus Fund at Work in Newfoundland and Labrador

Through Canada�s Economic Action Plan, the Government of Canada has established a new $4-billion Infrastructure Stimulus Fund that provides funding to provincial, territorial and municipal construction-ready infrastructure rehabilitation projects. Funding is available for two years for projects that will be built during the 2009 and 2010 construction seasons.

About the Program

The Infrastructure Stimulus Fund complements existing federal infrastructure funding by focusing on short-term objectives for economic stimulus. To further this goal of rapid economic stimulus, the Infrastructure Stimulus Fund will focus on construction�readiness as important project selection criteria. The full $4 billion will be distributed in fiscal years 2009-10 and 2010-11. Projects will focus largely on the rehabilitation of existing assets such as water, wastewater, public transit, highways, roads, culture, parks, and trails.

For provincial assets, the federal and provincial governments will each contribute up to fifty per cent of eligible costs. For municipal projects, the federal and provincial governments will typically contribute up to seventy per cent of eligible costs, with municipalities expected to contribute thirty per cent. Federal financial support for these infrastructure improvements is conditional on meeting all applicable federal eligibility and approval requirements under the Infrastructure Stimulus Fund.

Infrastructure Stimulus Fund at Work in Newfoundland and Labrador

Following discussion with the province of Newfoundland and Labrador, the Infrastructure Stimulus Fund is already at work in Newfoundland and Labrador. On May 11, 2009, Canada and Newfoundland and Labrador announced a joint investment of $106.5 million for up to 22 provincial and community infrastructure projects that will create jobs and help build stronger communities.

Building Canada Funding for
Newfoundland and Labrador Highway Improvements

The Governments of Canada and Newfoundland and Labrador have identified the following highway projects as priorities for up to $135.4 million through the Major Infrastructure Component.

The list of highway improvements is as follows:

  • Construction of interchange on Trans-Canada Highway at Sunnyside
  • Rehabilitation of Trans-Canada Highway from Terra Nova Park to Glovertown interchange
  • Rehabilitation of Trans-Canada Highway from Glenwood to Lewisporte interchange
  • Rehabilitation of Trans-Canada Highway from Grand Falls-Windsor to Badger
  • Replacement of Fishells River Bridge

    BACKGROUNDER
    Funding for Newfoundland and Labrador Infrastructure Initiatives

    A set of infrastructure initiatives will be jointly funded between the Government of Canada and Newfoundland and Labrador under the Provincial-Territorial Base Funding agreement.

    The list of infrastructure initiatives is as follows:

  • Phase 1B: widen and hard surface Trans Labrador Highway between Happy Valley-Goose Bay and Wabush
  • Re-construction of water reservoir � Town of Rose Blanche
  • Water and sewer system upgrades � Town of Harbour Grace
  • Water and sewer system upgrades � Town of Charlottetown
  • Water and sewer system upgrades � Town of Port Hope Simpson
  • Construction of water treatment system � Town of Hermitage-Sandyville
  • Construction of water treatment system � Town of Cow Head
  • Water and sewer system upgrades � Town of St. Anthony
  • Construction of new wastewater treatment plant � Town of Conception Bay South
  • Street improvements � Town of Paradise
  • Construction of flood control structure � City of St. John�s
  • In addition, subject to the submission of an Annual Capital Plan that meets the requirements of the Provincial-Territorial Base Funding agreement, the following list of proposed infrastructure initiatives will be funding priorities, for up to $12.45 million in federal funding, in 2009-10:

  • St. Anthony Wharf expansion (excluding dredging)
  • Kenmount Road overpass replacement
  • St. John�s various streets rehabilitation (Bay Bulls Road, Blackmarsh Road, Brookfield Road and other various improvements)
  • Rehabilitation of 20 sections on Route 430
