Contract Awarded to Guide Development
of Corner Brook-Humber Valley Regional Plan
Development of a regional
land use plan for the Corner Brook-Humber Valley Region
is moving forward with the awarding of a contract to
CBCL Limited to provide professional services to
establish a policy framework and develop the plan. The
contract is valued at approximately $400,000.
�The plan will implement
a set of consistent development regulations for areas
outside of municipal jurisdictions, and explore
opportunities for collaborative and sustainable
deployment of future infrastructure in the region, �
said the Honourable Tom Hedderson, Minister of Municipal
Affairs (Acting). �The regional plan will guide
development for the betterment of the region in a
responsible manner to protect our environment and
resources while supporting sensible use of land.�
The Department of
Municipal Affairs is partnering with seven
municipalities in a collaborative, unified approach to
develop the Regional Land Use Plan for the region.
Participants include Corner Brook, Massey Drive, Steady
Brook, Pasadena, Deer Lake, Reidville and Cormack.
Funding of $500,000 has been committed to the project,
with $100,000 intended for research and projects
intended to fill any identified policy or research gaps.
Participating municipalities will contribute 20 percent
of costs on a per capita basis.
"We must learn from what
others have done in this land use planning process,�
said Don Downer, independent chair of the Corner
Brook-Humber Valley Regional Planning Advisory
Authority. �In my discussions with people in
jurisdictions across Canada and into the United States,
I have found certain givens: there is a need to have a
clear vision as to what we want the region to become
over the coming decades, and we need the resources and
the people to do it. We also need the will of the
communities in the region to think and work regionally,
and we must have strong leadership to ensure movement
forward once the plan is in place."
The Corner Brook-Humber
Valley Regional Plan will be based on research,
collaboration and public consultation. Development of
the plan is expected to be completed in Spring 2011.
�CBCL Limited have built
a multi-disciplinary team of planners, engineers,
landscape architects, foresters, geologists, and
facilitators which will lead the exercise and provide
the guidance for development, infrastructure and
land-use for the Corner Brook-Humber Valley Regional
Plan,� said Minister Hedderson.
