Conception Bay South Receives $22.9 Million for Municipal Infrastructure

The Town of Conception Bay South will receive $22,857,143 for municipal infrastructure improvements through the 2008-11 Multi-Year Capital Works Funding Program.

The Honourable Dave Denine, Minister of Municipal Affairs, announced the Provincial Government�s investment today. Conception Bay South has indicated that of the total funding, $9 million will be spent on a sewage treatment plant; $6 million will be used for water and sewer work; $4.4 million will go towards a new town hall / library; $3 million will be for street upgrading and paving, and $500,000 will be spent on recreational facilities.

"Investments in infrastructure not only improve the climate for investment and create jobs, but as importantly, they improve the quality of life of our citizens," said Minister Denine. "I am very pleased that through this funding, the residents of Conception Bay South will be able to enjoy upgraded roads and water systems, as well as a new town hall / library and improved recreation facilities."

The Multi-Year Capital Works Program allows larger municipalities to avail of three-year blocks of funding, which supports improved planning and scheduling of work for major infrastructure projects. The program was first introduced in 1999 to fund larger-scale infrastructure initiatives in communities that have the capacity to make multi-year commitments. Typically, the majority of funding for municipal capital works programs has supported road, water and sewer infrastructure.

Minister Denine made the announcement today at the Conception Bay South Town Hall where he was joined by the Mayor Woodrow French as well as area MHAs.

"The Town of Conception Bay South is experiencing tremendous growth," said Terry French, MHA for Conception Bay South. "It is essential that we continue to improve our infrastructure to support this growth. I am very pleased with today�s announcement."

"I am extremely pleased with this announcement today," said Beth Marshall, MHA for Topsail. "As one of the significant growth areas on the Northeast Avalon, Conception Bay South council has been under tremendous pressure for major infrastructure improvements, especially, water, sewer and roads. The new sewage treatment facility in Topsail has been a high priority for me and I am glad to see that the town council has included this project in this round of funding. With the introduction of the new municipal funding formulas, in this case 70/30, the Williams Government has clearly demonstrated here today that it recognizes the importance of providing our residents with good drinking water and other infrastructure improvements that will provide better services to its residents and accommodate growth well into the future."

"This is great news for the residents of Conception Bay South," said the Honourable Tom Hedderson, MHA for Harbour Main. "The town is experiencing extensive growth and this type of investment will provide the necessary infrastructure and facilities needed to maintain and continue this growth."

Mayor French accepted the province�s commitment letter and expressed his pleasure with the announcement and desire to continue working closely with the province to ensure the community�s needs are met.

"I am pleased that the Provincial Government has recognized the needs of the province�s largest town and is partnering to ensure that Conception Bay South moves forward to meet the needs of our residents," said Mayor French. "This funding will assist the town in meeting our obligations as outlined in the $120 million business plan, which has been submitted to the federal and provincial governments. My council and I look forward to working with the minister and local MHAs to ensure that the future infrastructure and recreation needs of Conception Bay South residents are met."

The 2008-11 Multi Year Capital Works Program will provide a provincial funding investment of $112 million over the next three years to 15 of the province�s largest cities and towns. When combined with the municipal contribution, the program will result in a $156-million investment in municipal infrastructure over the next three years.
