Minister Provides Clarification on Public Sector Collective Bargaining

In response to comments made by the leadership of the Newfoundland and Labrador Association of Public and Private Employees (NAPE), the Honourable Tom Marshall, Minister of Finance and President of Treasury Board, clarified today that the recent agreement reached between NAPE and the Multi-Materials Stewardship Board (MMSB), and collective agreements currently being negotiated under the Public Service Collective Bargaining Act are unrelated.

Minister Marshall said the Labour Relations Act which governs the Multi-Material Stewardship Board is an entirely separate piece of legislation from the Public Service Collective Bargaining Act and in fact the Provincial Government of Newfoundland and Labrador is not the employer of the MMSB employees.

"It needs to be understood that the agreement reached between NAPE and the Multi-Materials Stewardship Board has no influence on any negotiations taking place under the Public Service Collective Bargaining Act," said Minister Marshall. "Despite statements by the leadership of NAPE, this agreement has not been sanctioned nor approved by the Provincial Government, as we are not the employer, and will not serve as a template for negotiations. The agreement reached with the Canadian Union of Public Employees (CUPE) remains the template and it is important that NAPE members are aware of this."

Minister Marshall said negotiations between the Provincial Government and NAPE and the Newfoundland and Labrador Nurses Union (NLNU) are ongoing and it is the Provincial Government�s intention to negotiate agreements, like the recent agreement with CUPE, which are reasonable and responsible and in the best interest of the people of the province.
