Senior Appointments Announced

The Honourable Danny Williams, Premier of Newfoundland and Labrador, today announced three senior appointments.

Bruce Gilbert has been appointed Assistant Deputy Minister of the Rural Secretariat. He will assume the position late in May.

Dwanda Newman has been appointed Commissioner with the Board of Commissioners of Public Utilities. She just recently assumed the position.

Mark Jones has been appointed Assistant Deputy Minister (Culture and Recreation), with the Department of Tourism, Culture and Recreation. Mr. Jones appointment was effective April 22.

"I am pleased to welcome these individuals to the executive ranks of the provincial public service," said Premier Williams. "I wish each of them well in their challenging new roles and look forward to their contributions."

Biographical Information

Bruce Gilbert

Mr. Gilbert is currently Postdoctoral Fellow with Memorial University�s Faculty of Arts. His work experience includes serving as Managing Coordinator, Canadian Climate Impacts and Adaptation Research Network; Executive Director, Conservation Corps Newfoundland and Labrador; initiating partner and resource person, Communication for Survival Initiative, South/West coasts of Newfoundland; freelance education and organizational development consultant; community mobilization advisor for OXFAM-Canada in Namibia; director and founding member, Extension Community Development Co-op; field co-ordinator, Memorial University Extension; education officer, Newfoundland-Labrador Human Rights Association; group leader, Canada World Youth exchanges to Indonesia and Malawi; and, several positions with Katimavik.

Mr. Gilbert has a bachelor degree in recreation management from Dalhousie University, a masters degree in adult education from St. Francis Xavier University, and an interdisciplinary PhD from Dalhousie University. His honours and awards include a postdoctoral fellowship from Memorial, a doctoral fellowship from the Social Sciences and Humanities Research Council, several Canadian International Development Agency Awards, and the St Francis Xavier University John Dobson Award for excellence in international adult education practice.

Dwanda Newman

Prior to being appointed Commissioner, Ms. Newman served for six years as legal counsel for the Board of Commissioners of Public Utilities where she was involved in nearly every aspect of the operations of the board. She also served as legal counsel for the Workplace, Health, Safety and Compensation Commission for almost two years. Ms. Newman served as barrister and solicitor for six years with the firm Cox Palmer in St. John�s.

Ms. Newman has a bachelor of commerce degree from Memorial University and a bachelor of laws degree from Dalhousie Law School.

Mark Jones

Mark Jones most recently held the position of program development specialist for physical education with the Department of Education where he was also the department�s lead for the Healthy Students, Healthy Schools initiative. Prior to joining the Provincial Government, he was a teacher for 10 years. Mr. Jones brings to his new position extensive experience in program and policy development and implementation. He is currently the President-elect of the Canadian Association for Health, Physical Education Recreation and Dance. He is an active volunteer with a wide range of community, regional and provincial groups.

Originally from Manuels, Mr. Jones has a bachelor degree in physical education, a bachelor degree in education (English), and a masters degree in leadership studies from Memorial University. He and his wife Krista and their children Matthew and Meredith reside in Torbay.
