Environment and Conservation March 11, 2008 Environmental Assessment Bulletin The Honourable Charlene Johnson, Minister of Environment and Conservation, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act. UNDERTAKING REGISTERED: Baie Verte Golf Course Proponent: Mr. Leroy Barker (Reg. 1368) The proposal is for an 18 hectare, 18-hole golf course on the southeast coast of Baie Verte. Construction will include the clearing of the land, preparation of holes, preparation of the driving range, and a club house and maintenance building (6 metres by 12 metres). Construction is proposed to begin in the spring of 2008 and operation in the summer of 2009. The undertaking was registered on March 11, 2008; public comments are due by April 15, 2008; and the minister's decision is due on April 25, 2008. Comments on submitted documents are invited from the public, addressed in writing to the minister, prior to the deadline date shown. UNDERTAKINGS RELEASED: 1.) The Wilds Golf Complex Additions Proponent: The Wilds at Salmonier River Inc. (Reg. 1352) This undertaking was released from environmental assessment subject to the following conditions: The proponent must prepare and implement a Wildlife Buffer Zone Plan which meets the approval of the Wildlife Division for that part of the Salmonier River adjacent to this development. Pre-harvest surveys for the Boreal Felt Lichen (Erioderma pedicellatum) and mitigation measures, satisfactory to this department in the project area. 2.) Happy Valley- Goose Bay Vegetable Farm Proponent: Spruce Meadow Farms Ltd. (Reg. 1354) This undertaking was released from environmental assessment subject to the following conditions: The proponent must leave a 15-metre naturally vegetated buffer between the proposed farm and the adjacent existing right-of-way known as the "USAF Winter Road." The proponent must leave a 100-metre naturally vegetated buffer between the proposed farm and Goose River. 3.) Point of Bay Pressure Treating Facility This undertaking was released from environmental assessment subject to the following condition: The proponent must prepare a Spill Contingency Plan for the minister�s approval prior to operation. 4.) Crown District 1 Five-Year Forest
Operating Plan (2007-11) Amendment This undertaking was released from environmental assessment subject to the following condition: Pre-harvest surveys for the Boreal Felt Lichen (Erioderma pedicellatum) and mitigation measures, satisfactory to this department, must be implemented in the amendment area. Since the activities will take place inside a Protected Water Supply Area, the proponent will be required to abide by special conditions as directed in a permit to be issued under the Water Resources Act to prevent adverse water quality effects. 5.) Corner Brook Area Emulsion Blasting Agent Manufacturing Plant Proponent : Newfoundland Hard-Rock Inc. (Reg.1361) This undertaking was released from environmental assessment subject to the following condition: The proponent must prepare a Spill Contingency Plan for the minister�s approval prior to operation.
