Commissioner Appointed to Conduct Boundary Review

The Honourable Jack Byrne, Minister of Municipal Affairs, today announced the appointment of John Roil, to conduct a review of a proposal to extend the municipal boundary of Mount Pearl.

"The City of Mount Pearl requested a review of the current boundary and proposed a change which would extend the boundary to the limits of the East-West Arterial Road. This review will assess impacts of a proposed boundary change on St. John�s and Mount Pearl, review the merit, and evaluate if the proposed boundary change is in the long term interest of the region as a whole," stated Minister Byrne. "Mr. Roil will review infrastructure, municipal services, community identity and cost efficiency to see if there is compelling rationale to support a boundary change."

The study will investigate the proposal to extend the Mount Pearl municipal boundary east of Commonwealth Avenue and south of the current municipal boundary to the limits of the proposed East-West Arterial Road and thereby replacing the jurisdiction of the City of St. John�s municipal boundary in that area.

As commissioner, Mr. Roil will conduct public hearings in Mount Pearl and St. John�s, and hold consultations with various provincial government and municipal officials to formulate recommendations for a final report. Mr. Roil will make recommendations and provide options on the proposed boundary change within 45 days of public hearings. It is anticipated that the report will be completed by March.

Biography

John F. Roil Q.C.

Mr. Roil obtained his Bachelor of Arts degree in 1968 from Memorial University, his Bachelor of Laws degree in 1971 from Dalhousie University, and his Master of Laws degree in 1972 from the University of London, England. He was called to the Newfoundland Bar in 1972 and appointed Queen�s Counsel in 1988.

He is currently Corporate Counsel and Corporate Secretary for Marine Atlantic Inc., responsible for all legal affairs of the company.

Mr. Roil was in the private practice of law for 29 years in Newfoundland and Labrador. In later years, his practice focused primarily on labour and employment law, municipal law and alternative dispute resolution. He continues a limited private practice as an arbitrator, mediator and facilitator.

On municipal matters, over the past 20 years Mr. Roil has been retained to conduct municipal plan hearings, to act as assessment review commissioner and to facilitate public meetings on higher interest issues such as the development of St. John�s and Mount Pearl Municipal Plans, the Shamrock Field redevelopment proposal, the Loblaws project for the Stadium, and the Quidi Vidi Development Plan.
