Newfoundland and Labrador Fishing Industry Renewal Strategy
Element: Occupational Health and Safety

Rationale:

The province�s fishing industry, like those in many other jurisdictions, is experiencing occupational health and safety issues in both the harvesting and processing sectors. Fish harvesting is one of the most dangerous and high risk occupations in the world. When combined with the extreme environmental conditions existing in Newfoundland and Labrador waters, and the trend to fish further from shore makes for very hazardous working conditions.

Objective:

To establish a government-industry Fishing Industry Safety Council.

Description:

The council will provide advice to government on health and safety issues and will promote safety in the workplace as well as conduct occupational and health-related research associated with the fishing industry.

The effective implementation of meaningful occupational health and safety measures is somewhat complicated by the scope and complexity of the regulatory structure which governs occupational health and safety issues in the fishing industry. Both the federal and provincial governments have jurisdictional involvement in the occupational health and safety aspects of the fishing industry. The council will be mandated to work though this regulatory process to ensure the development of an efficient and effective mechanism to bring about positive change for workers in the harvesting and processing sectors.

Further consultation with industry is anticipated so that:

  • Health and safety risks associated with the introduction of new products and species are considered and evaluated;
  • Occupational Health and Safety (OHS) concerns in rural or remote regions are heard;
  • OHS training opportunities are provided for the fishing industry;
  • Gender difference in OHS risks and issues are considered; and
  • The structural, operational and budgetary requirements for a Fishing Industry Safety Council can be established.

Three-year budget - $750,000
