Environment and Conservation Minister Clyde Jackman
has announced the following events relative to Part 10 Environmental
Assessment of the Environmental Protection Act. UNDERTAKING REGISTERED: Crown Districts 4,5,6 and 8 Five-Year Forestry Plan
(2007-11)
(Reg. 1302) Proponent: Department of Natural Resources
The proponent has submitted a Five-Year Operating Plan
for Forest Management Districts 4,5,6 and 8 which are combined to form
Planning Zone 3, as mandated by the new planning framework legislated by
the Newfoundland Forest Service. Planning Zone 3 extends from Terra Nova
National Park in the east, to the Bay d'Espoir Highway in the west, and
north to cover all of the Bay of Exploits and Bonavista North. The
five-year plan describes: past activities in the districts; the proposed
allocation of wood supply and forest harvesting; silviculture; forest
road construction; forest protection, environmental protection measures;
and monitoring and research activities from 2007 up to 2011. The
undertaking was registered on November 6, 2006; public comments are due
by December 14, 2006; and the minister's decision is due by December 22,
2006.
The minister encourages all interested parties to
become involved and to make comments known. Comments on submitted
documents are invited from the public, addressed in writing to the
minister and are welcome prior to the deadline date shown. EXTENSION TO DECISION DATE: Duck Pond Mine Operations Camp
(Reg. 1297) Proponent: Aur Resources Inc. The minister would like to inform the public that the
proponent has agreed to an extension to the date for the minister's
decision. The minister expects to have a decision by November 17, 2006. UNDERTAKINGS RELEASED: (1) Bishop�s Falls South Mink Fur Farm Expansion
(Reg. 1280) Proponent: Champion Furs Ltd. The minister has released the above project from
further environmental assessment, subject to the following conditions: Perimeter fencing must be constructed around
the barns/sheds to prevent escapement and encroachment by other
animals. Contact the Wildlife Division for fencing requirements.
All farm developments including manure
spreading and buildings must be located a minimum of 1.2
kilometres from the nearest residence. This condition will also
apply to off-site manure disposal agreements. (2) Buchans Wind Power Generation
(Reg. 1277) Proponent: Horizon Legacy Energy Corp. The minister has released the above project from
further environmental assessment, subject to the following conditions: Preparation of an avian and bat monitoring
program, in consultation with the Wildlife Division and the
Canadian Wildlife Service, which is required to be submitted to
the minister for approval. Preparation of a ptarmigan population
monitoring program, in consultation with the Wildlife Division,
which is required to be submitted to the minister for approval. Preparation of an increased access monitoring
program, in consultation with the Wildlife Division, which is
required to be submitted to the minister for approval. (3) Winterland ATV Trail
