Environmental Assessment Bulletin

Environment and Conservation Minister Tom Osborne has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKING REGISTERED:

North Atlantic Refinery Storage Tank Expansion (Reg. 1232)
Proponent: North Atlantic Refining Ltd.

The proponent proposes to construct and operate a new 2,384,700 litre (15,000 bbl) gasoline storage tank, and associated infrastructure, at their refinery in Come by Chance. The new tank is required as part of the Truck Loading Terminal project but will be constructed separately adjacent to the existing NARL tank farm on "Gasoline Hill" inside a new earthen containment dyke. Construction is planned to begin on April 1, 2006 with the tank being commissioned on September 10, 2006. The undertaking was registered on December 28, 2005; public comments are due by February 9, 2006; and, the minister's decision is due by February 11, 2006.

The minister encourages all interested parties to become involved and to make comments known. Comments on submitted documents are invited from the public, addressed in writing to the minister, and are welcome prior to the deadline date shown.

UNDERTAKINGS RELEASED:

(1) Dist. 5 (Gambo-Gander) 5-Yr Forest Management Plan CBPPL Amend.
     Proponent: Corner Brook Pulp and Paper Limited (Reg. 1218)

The amendment to the forestry plan has been released from further environmental assessment review subject to the following conditions:

  • Construction on all stream crossings must be completed between June 1 and September 30.
  • A bottomless arch structure must be installed for crossing the outlet from Whitman�s Pond.

(2) Grand Bank (Western Famine Forks) ATV Trail (Reg. 1222)
     Proponent: Mr. Thomas Cluett

The ATV trail has been released from further environmental assessment review subject to the following condition:

  • The width of the trail is to be restricted to two metres.
