Government officials participate
in follow-up mission to Eastern Cape, South Africa
Officials with the Department of Human Resources,
Labour and Employment (HRLE) will travel to Eastern Cape province of South
Africa this week to provide expertise and assistance in the development of
social programs and policies in that region.
The mission follows a visit to Newfoundland and Labrador January 17, 2005 by a
delegation from the Eastern Cape, led by their Minister of Social Development
and hosted by HRLE Minister Joan Burke. The exchange is funded by the Canadian
International Development Agency (CIDA) from a program designed to assist
developing countries. The specific focus of this mission will be the areas of
program delivery and financial administration.
Roxie Wheaton, regional director of HRLE Avalon Region, has worked with the
department for 16 years. During that time she was project manager of the
department�s re-design initiative and will bring with her vast knowledge of
developing progressive ways to deliver social programs and provide supports to
persons with disabilities, youth and victims of violence. Robert Clouter,
director of HRLE Internal Audit has been with the department for 27 years
ensuring that HRLE operates efficiently and effectively with a focus on
accountability and program integrity. Ms. Wheaton and Mr. Clouter will share
their experience with the Department of Social Development in the Eastern Cape
of South Africa as the area works to develop fundamental social programs and a
sound accountability and corporate structure.
"I am delighted that we are able to assist our counter-parts in the Eastern
Cape," said Minister Joan Burke. "During their recent visit, we learned that we
share some common challenges, especially in the delivery of services to rural
and remote areas. I am confident that Ms. Wheaton and Mr. Clouter will provide
valuable information and assistance and will represent both Canada and
Newfoundland and Labrador very well. The combination of their professional
backgrounds and experience in the public sector makes them well suited for this
mission."
Mr. Clouter and Ms. Wheaton will be in the Eastern Cape from February 27 to
March 8. In addition to working on issues such as programs, service delivery and
integrity and accountability measures, they will also visit a number of program
delivery sites, both in an urban and rural setting and will meet with the
Premier of Eastern Cape to present a small gift on behalf of Premier Danny
Williams.
