Premier announces senior executive appointments

Premier Danny Williams today announced five appointments from within the senior ranks of the public service.

Bob Constantine has been appointed Assistant Deputy Minister (Taxation and Fiscal Policy), Department of Finance. Wayne Fowler has been appointed acting Chief Executive Officer of the Labour Relations Agency. Craig Slaney, Colin Tibbo and Paul Caines are new executive directors with the Office of the Chief Information Officer.

"I am delighted to be able to make these appointments from within the public service," Premier Williams said. "The depth of professional experience and strong track record of public service make these individuals solid choices for their new positions."

Mr. Fowler assumes the duties of CEO of the Labour Relations Agency on an interim basis, replacing Joe O�Neill who has been appointed interim Chief Executive Officer of the Workplace Health, Safety and Compensation Commission.

The three executive directors will occupy new positions with the Office of the Chief Information Officer (OCIO). The OCIO was established in 2004, and is responsible for streamlining and enhancing service delivery, reforming IT practices throughout government and bridging public service delivery with the private sector.

"The strengthening of government�s IT capabilities was a major Blueprint commitment," the Premier added. "I am confident these OCIO appointments will lead to substantial improvements in the delivery of IT services across government."

BIOGRAPHIES

Bob Constantine
Mr. Constantine has served in several capacities with the Department of Finance, most recently as Director of Tax Policy. He joined the Department of Finance in 1976 as a tax auditor, and has worked with the department as senior policy analyst; manager, tax information and rulings; tax interpretation and training officer; and tax information and rulings officer. Mr. Constantine holds a Bachelor of Commerce degree from Memorial University.

Wayne Fowler
Mr. Fowler has extensive experience in labour relations spanning more than 20 years. He has been Director of Labour Relations for the past four years with the Labour Relations Agency and the former Department of Environment and Labour. He has also served as senior mediator, industrial relations specialist and labour relations officer. Mr. Fowler is part of the Canadian delegation attending the annual ILO conference on labour relations in Geneva, Switzerland. He holds a Bachelor of Commerce degree from Memorial University and has completed training in alternative dispute resolution at the University of Windsor.

Craig P. Slaney
Mr. Slaney has more than 25 years experience in technical, analytical, consulting and management positions with the provincial government, Memorial University and Newfoundland and Labrador Computer Services. He has held a number of senior IT positions including Director of Information Technology, Department of Education; Director of Research and Human Resources Development, Operation ONLINE; and systems analyst with Memorial University. Mr. Slaney holds a Bachelor of Science degree in computer science from Memorial University.

Colin Tibbo
Mr. Tibbo has held a number of senior IT positions with the Department of Justice since 1994. Most recently, he served as Director of Information Technology. He has also been manager of information technology and a computer system analyst with the department. Mr. Tibbo holds a Bachelor of Science degree in computer science from Memorial University.

Paul Caines
Mr. Caines� most recent position was Director of Information Management and Technology Services with the Department of Health and Community Services, leading one of the largest IT operations in government. He has also served as an information systems consultant with Treasury Board Secretariat. Mr. Caines began his career with the provincial government in 1986 as a computer support technician-programmer analyst with Newfoundland and Labrador Computer Services Limited. He holds a Master of Business Administration from the University of Western Ontario and a Bachelor of Science degree from Memorial University.
