Environment and Conservation Minister
Tom Osborne has announced the following events relative to Part 10
Environmental Assessment of the Environmental Protection Act.
UNDERTAKING REGISTERED:
Bauline Line Auto Salvage and Recycling
(Reg. 1208)
Proponent: Mr. Don Strowbridge
The proponent proposes to operate an auto salvage and recycling
facility on Bauline Line approximately 5.7 kilometres from the
intersection of Torbay Road and Bauline Line. There will be, in
addition to dismantling of automobiles, sale of used parts and some
mechanical servicing. The garage is located approximately 130 metres
from the main road in Bauline. The building consists of a concrete
floor with metal siding and is approximately 75 metres by 15 metres.
The undertaking was registered on August 17; public comments are due
by September 22; and the minister's decision is due by October 1.
ENVIRONMENTAL PREVIEW REPORT GUIDELINES ISSUED:
South Brook (Pasadena) Watercourse Channel Relocation

Proponent: Town of Pasadena
The minister has issued the Environmental Preview Report (EPR)
Guidelines on the South Brook (Pasadena) Watercourse Channel
Relocation. The guidelines are intended to assist the proponent with
the preparation of the EPR which will be used by the minister in
making a determination as to whether an Environmental Impact
Statement (EIS) will be required for the proposed undertaking. The
guidelines identify the information gaps which must be addressed to
enable the minister to make an informed decision as to the potential
for significant environmental effect from the undertaking. The
guidelines are available on the government Web site or may be
obtained by contacting Ed Kaufhold, Committee Chair at 729-0090.
UNDERTAKINGS RELEASED:
(1) Fleur de Lys Seal and Fish Processing Plant
(Reg. 1202)
Proponent: Sea Water Products Inc.
(2) Lower Churchill River Exploration Project
(Reg. 1201)
Proponent: Markland Resource Development Inc.
The minister has released the Lower Churchill River Exploration
Project from further environmental assessment review subject to the
following conditions:
- the suction dredging option not
be used;
- all sampling take place on land
and at least 100 metres from the River water mark;
- sample size be restricted to 20
cubic metres and there be a minimum of 50 metres between
sampling points;
- and gender equity provisions be
included when tendering contracts and advertising positions, and
gender equity be considered when awarding contracts and hiring
workers.
UNDERTAKING NOT TO PROCEED:
Lawn Mink Farm
(Reg. 1198)
Proponent: T & E Enterprises (Mr. Aubrey Terrant)
The minister has determined, in conjunction with the Agrifoods
Branch of the Department of Natural Resources, that the
environmental effects of this undertaking on the nearby residents
and fish plant will be unacceptable, and development of this
undertaking is not to proceed in the former Lawn all grade school
building.
