NLIS 4 November 27, 2003 (Environment) Environmental Assessment Bulletin Environment Minister Tom Osborne has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.
The proponent proposes to harvest in the Warfords Northwest and Southwest area (north of Red Indian Lake) a total of approximately 5,500 cubic metres of timber representing approximately 57 hectares. Harvest is scheduled for the summer/fall of 2004. To access the timber 3.9 kilometres of new operational roads will be constructed. The undertaking was registered on November 27, 2003; public comments are due by January 1, 2004; and, the minister�s decision is due on January 10, 2004.
The proponent proposes to harvest near Joe�s Lake, approximately 27,700 cubic metres of mature timber representing approximately 275 hectares. The harvest will take place over a two year period with approximately 21,500 cubic metres scheduled for 2004 and the remainder for 2005. Approximately 17 kilometres of operational roads will be upgraded. A 100 metre no-cut buffer will be implemented along the east side of Joe�s Lake. The undertaking was registered on November 27, 2003; public comments are due by January 1, 2004; and, the minister�s decision is due on January 10, 2004.
The proponent proposes to construct and operate a 20 MW wind farm at Burnt Ridge, near the Town�s of Elliston and Bonavista, on the Bonavista Peninsula. The proposed project is for eight to 14 individual wind turbine generators (WTG�s) with an electrical power generation capacity of between 600 and 1,800 kilowatts (kW) each. The proposed WTG�s feature a conical tubular steel tower with a maximum hub height of 67 metres and a three bladed rotor with a maximum diameter of 80 metres. The proposed power generation will be connected to the grid as per Newfoundland and Labrador Hydro�s request for proposals. In 1997, Tackle Windpower Inc. applied for the same Burnt Ridge site, however, the application has expired as the WTG�s were not constructed. The undertaking was registered on November 25, 2003; public comments are due by January 1, 2004; and, the minister�s decision is due on January 9, 2004.
The proponent intends to build an all terrain vehicle (ATV) trail from Tug Pond to Frost Pond, located on Southwest River in the Clarenville area, to facilitate year round access to six remote cabins. Included along the approximately 7 kilometre length will be one 25 metre length of log corduroy. Construction is planned for the winter-spring of 2004 and will take approximately five days to complete. The project was registered on November 25, 2003; public comments are due by January 1, 2004; and, the minister's decision is due on January 9, 2004. The minister encourages all interested parties to become involved and to make comments known.
