$2 Million allocated for assistance to low income homeowners to
help offset cost of Fuel Tank Replacement Program

Government has implemented an assistance program for low income homeowners to help offset the cost of replacement of fuel oil tanks. The assistance program comes into effect on April 1, 2002, at the same time as the Heating Oil Storage Tank Regulations. The assistance program will be in effect for five years. Government has allocated $2 million in the 2002 Budget to implement this program.

Households with family net income of less than $22,397, who use home heating fuel as their primary source of heat will be eligible for the grant upon replacement of a domestic fuel tank (2,500 litres or less). The amount of $22,397 is the same amount at which the Newfoundland and Labrador Child Tax Benefit is fully phased out. Family net income would include the net income of the homeowner and his/her spouse.

Households that qualify will be eligible for a grant of 50 per cent of the installed cost of the new fuel tank to a maximum of $300.

All new installations must be in compliance with The Heating Oil Storage Tank Regulations.

To apply for a grant, an individual must forward a completed Application for Fuel Tank Replacement Assistance to the Department of Finance, along with an invoice verifying the cost of tank replacement. An applicant must also submit a consent form which authorizes the province to verify the personal tax information of householders. If an individual homeowner installs the new fuel tank, the new tank must be certified by a licensed inspector, and registered with the Department of Environment.

Applications for the assistance under the Domestic Fuel Tank Replacement Program are available from the Department of Finance, and will be made available to oil companies and other industry organizations.
