Department of Labour releases Morgan Cooper report

Labour Minister Anna Thistle has released the Morgan Cooper Report on labour relations processes on offshore oil and gas fabrication and construction projects, to key stakeholders. In September of 2000, Mr. Cooper was contracted by the then Department of Environment and Labour to investigate and recommend measures that will create long-term credibility and stability for labour relations in this sector. The report contains 17 recommendations.

"It is appropriate and advisable to obtain key stakeholder response to Mr. Cooper's recommendations before the department completes its analysis of the report," said Minister Thistle. "Upon receipt of stakeholder responses, the department will facilitate discussions as necessary to address their concerns."

The timeliness of this release is of major importance to the proponent, prospective contractors and unions, currently involved in preliminary discussions on the White Rose project, Newfoundland and Labrador's proposed third offshore oil development.
