Minister Thistle clarifies position on Social Workers Classification

Anna Thistle, President of Treasury Board, clarified the recent government announcement regarding the classification of social workers. A review of the single class social worker within the general public service commenced in 1997 and was released last week. The pay equity award has been reinforced for all social workers within the general service and an opportunity for career progression has been established.

The results of the review recommended that the classification be changed from a single level (GS-34) to a three-level framework (GS 36, 38, 40).

"All social workers currently receive a pay equity wage adjustment of $1.55 per hour. A commitment to the adjustment has been solidified as all workers will now be compensated at a higher level. A classification series for this group of employees will provide a better career path and will acknowledge increased responsibilities for the appropriate positions," minister Thistle stated. "Previously, government had only one classification level for all social work positions. This created some difficulties as the skills, experience and knowledge required of workers were not being differentiated or recognized."

Government has experienced difficulty in addressing the needs of its clients in certain program areas due to high employee turnover. In order to maintain accountability to the public for the delivery of social services, the new career progression improves the social work classification series for those who deliver these services.

The minister addressed concerns that the pay equity adjustment was taken away from the social workers. "The results of the review have essentially confirmed what the pay equity study identified and has confirmed that the adjustment awarded to social workers is appropriate given their responsibilities."

Ms. Thistle also stated: "Government has fully supported pay equity initiatives and has directed substantial funds towards eliminating any gender discrimination in its job evaluation tool and pay practices."

Government recognizes the importance and the value of the work performed by social workers and appreciates the stressful environment in which they work. Government must also ensure internal equity in its job evaluation system. The classification placed on social work positions is consistent with the value placed on other positions in relevant fields with comparable responsibilities.
